He will be fined and possibly suspended. Terrible error that happens all too often with multiple finish lines. I can assure you that he feels terrible. No different than fumbling on the goal line when a cinch to score a game winning TD. Professional athletes make mistakes.

There will be recourse. He will have to watch the video with the stewards, followed by a punishment. It’s really unfortunate, but not the first time nor the last a jock passes the 16th pole mirror and (even though the stop sign isn’t up, indicating a 16th pole finish) & thinks the race is over.
