Non crime and Punishment.

Are we seriously saying if I were to say for example “I’m going to go out and shoplift, if anyone else wants to join me please do” Then.. I don’t follow up on that. I change my mind. I can now be arrested for thinking and saying it out loud. You know.. this just smacks in the face of women who’ve been stalked. Threatened by exes etc saying they’re going to kill them. THEY are told they can’t do anything unless a crime has been committed. So what is it? What the hell is the LAW or does it just depend on who it is and what its for. We have a problem. Personally I think this is political policing.
