I watched the entire interview, and in context he means pretty much the opposite of what you are alleging. I’m not supporting him in general, or as an intellectual voice, but this is simply not honest.

I think he's saying Hitler solved a lot of the Jewish question. Poland was at war with it's Jews before Germany invaded and wanted to send them to Madagascar, France and England were actively debating potential solutions in the years prior. You missed out a key part, because of course you did: Finkelstein added that he suspected that if those Jews had remained in Europe, he believed levels of antisemitism would “still be quite high.”
