In practice, these “students” go to Russia to work. Now this flow is expanding. Russian employers are offered ready-made groups of at least 40 workers. A major report by the UN Office of the High Commissioner for Human Rights explicitly describes North Korea’s overseas labor system as involving indicators of forced labor.
