They know the charges are bullshit the punishment is the process of you having to defend them, you are also arrested on the day and jailed. The police have powers to arrest you simply by saying someone is distressed or caused alarm, that is all they need to say and you are nicked. Labour and the Conservative governments are both happpy that the police have these powers. Your freedom is at the whim of the police.
