If you actually paid attention to the scene, it's obvious he genuinely thought they were over. and during the fight he literally said 'let's just end it.' They didn't talk after that. The real problem is that he didn't tell her not that he cheated!! the fact that she says 'we never stopped being together' is literally the show telling you there are two perspectives here... that line isn't just emotional it's intentional, not one objective truth.
