Yes, police officers are allowed to use force, including punching, in certain circumstances during an arrest or when protecting themselves or others. The amount of force used must be proportional to the threat and necessary to control the situation.

The guy was refusing to put his arm behind his back. That's resisting arrest. A smack to the face is an appropriate level of force to achieve compliance.
