I jumped into the deep end of the pool once when I was a kid, and I just sunk. The lifeguard had to pull me out. That sort of thing doesn't work with every kid.

When I was a kid, my mother took me to my first swimming lesson. I will NEVER forget it. Without any instruction, this jackass took me out into 5 feet of water and threw me. I can remember how frantic and traumatizing it was to suck in a mouth full of water and flail trying to get back to him as we were in the middle of the pool. As soon as I did get back to him, he threw me again as my mother watched in terror. I can remember her apologizing to me and letting me know that I would never have to come back. Within a couple weeks, my mother found another place that actually taught children how to swim. They immediately broke it down in steps and drills and the difference was life changing. Dropping this kid in the water has clearly been done before, he just doesn't want to do it, much like anything parents force kids to do for their own good and growth. Not everyone learns the same, nor should every "teacher" be given a job. Learning to swim is an incredibly valuable skill to know and I pray that no child is ever treated the way I was.
