She is at Fiyero's abandoned castle where he asked her to hide out while they were cuddling in the tree.. Then he sent a letter through Chistry, the flying monkey leader, to tell her about the plan.

When Chistery brought her confirmation that Fiyero died it was actually a note explaining Fiyeros plan - which was this. She lied to Glinda (technically) and lead her to believe he was dead but she knew he was coming with Dorothy

When they were going to beat him senseless for treason, she cast spell that would make him feel no pain—turning him into the scarecrow full of stuffing. It was the part where she was on the bridge suspended and all of the corn stalks were shooting up at her.

I had the same exact questions when I watched it. This movie is one big head scratcher.

I think Fiyero just figured it out on his own. He said earlier that it was ridiculous that people were spreading the rumor that Elphaba could melt, he knew that there's no way that it was true. He's smarter than he lets on. He knew it all had to be fake.
