The issue is that after WWII, the U.S. has often used its military in a way that any ordinary person would understand to be "war", but which technically isn't "war" under the Constitution. This is a problem that our nation really ought to address.

Only since WWII and only in the United States has the definition of war changed. Everyone in the world throughout history knew how to define war until the Democrats and Republicans started changing the definition of war to get around the Constitution. Both parties are domestic enemies of the Constitution. Be independent.

It might be annoying but she's actually, kinda, technically right. At the time of drafting, declaring war represented a formal, legal change in status between nations. There could be hostilities without a declared war and declared war without hostilities. The UN Charter (which the US ratified) eliminated the practice, which is why the US has never declared war since. Under the supremacy clause "all Treaties made...under the Authority of the United States, shall be the supreme Law of the Land" so Congress's role in war is essentially limited to funding now.
