That’s actually a private parking lot. A company owns the access to it. Sidewalks are public. Parking lots aren’t unless it’s government owned.

You should apologize for saying those cops need to turn in their badges for struggling with a "tiny woman". Could they have handled her more effectively? No the parking lot is most likely owned by Olive garden also or the property manager. That makes it private property and trespassing if it's not a government owned road.
