Time to setup some Email Rules to filter them out. Easy. I would just filter all emails that come in with "unsubscribe" in the body of the email. That will forever prevent spam.

It is probably one nerd at a single IT company that handles a bunch of state government systems, and uses their servers as a botnet.

Blackrock funds the government hackers in three letter agency that done this spam trick. I done it back in my day. It means they are desperate.
