Motorcyclist didn't stop, didn't use his horn to alert her and didn't take any evasive action. Pedestrians also have right of way. She's an idiot, he's a dangerous idiot.

He should have reacted as soon as she started crossing, he could have easily avoided her. Pedestrians should not step out unexpectedly, but drivers must always drive with due care and attention (Rule 144–146). Failing to respond appropriately could be considered careless driving.

Just because she was foolish to walk across the road without looking; doesn't mean the motorcyclist is entitled to teach her a lesson. He could have broken her arm; or if she had been older and knocked down, she could have gotten a brain injury. He could have easily avoided that.
