I've been on one like that, it did a full loop, so you need enough speed and kinetic energy to go back up and over. If it went straight down, you wouldn't feel the G force of the loop. I suspect this lady was splaying out to slow herself down.

There is a partially looping slide at Noah’s Arc in the Wisconsin Dells. They tell you going in that you have to be a certain weight and use the right form to get all the way through. You knoe what you’re getting into and It’s not that big a deal. Incredibly fun.
