There is now a strong U.S. proposal for a mutual halt to strikes on critical infrastructure. If this can become the first de-escalatory step – a step toward ending Russian strikes on our critical infrastructure and our strikes in response – then Ukraine is ready to support de-escalation. We see that the Russians feel the pressure from our precise strikes on Russia’s war economy. And so far, no one has seen any genuine desire on Russia’s part to move toward ending the war. But if our American partners can ensure that Russia is genuinely ready to stop this war aimed at destroying life – and to do so for real and for the long term – Ukraine will take its own de-escalatory steps. Peace is needed. Energy, food routes, critical infrastructure – all of this must be part of the discussion on ending the strikes. We need a strong and fair solution, and not just for the “elections,” but for good. We expect specifics from our partners.

Zelenskyy tonight calls what Trump earlier today claimed to be an agreement a “proposal”, confirming our Financial Times reporting that there is so far no deal between Ukraine and Russia — “There is currently a strong proposal from the United States regarding a mutual cessation of strikes on critical infrastructure. Today, Deputy Prime Minister Stefanishyna delivered a report on negotiations held in Washington and other capitals at the team level, focused on the geopolitical component of the Victory Plan. Our military continues working closely with partners on the military aspects of the plan. This week, we will present our strategy to compel Russia to a just end to the war to all our European partners. Of course, the Victory Plan will also be made public—along with the first response we received from our partners. And we, all of us in Ukraine, really need maximum support.

This week alone, Russia has used nearly 630 guided aerial bombs, around 550 strike drones, and over 100 missiles of various types against Ukraine. I am grateful to the warriors defending Ukraine and to our partners who understand our need to bolster Ukraine’s air defenses to save the lives of our people. Now, the world must be united and stronger than ever. Only through strength can we together force Russia and its allies to give up terror and achieve a just peace.

Only Russia is the source of this war, the reason the war is being dragged out, and it deserves all retaliatory strikes and pressure for everything it does against life and people, against diplomacy, against partners. We carefully monitor and document every attempt by the Russians to undermine our relations with partners. We see which lobbyists Moscow is engaging, through whom it is trying to act, which internal operations it is attempting to launch in Ukraine and in Europe. Our response will be tangible – through our special services, through our intelligence agencies, through political cooperation with our partners, and, in particular, through sanctions. What is important is that the U.S. Congress is back in motion on tougher sanctions against Russia – targeting Russian oil. This can truly work. I thank everyone who is helping.

A Berlin format meeting with partners. The main focus was on the situation in our energy sector and our reconstruction. Ukraine will prepare and send partners a list of needs to support our energy infrastructure and military capabilities. We are counting on their support. Attention was also given to security guarantees for Ukraine and all of Europe. We also discussed our diplomatic work and the importance of assistance to Ukraine. Support for the PURL initiative must continue, and the full potential of the SAFE instrument for joint weapons production with Ukraine must be realized. Ukrainians, along with all other Europeans, must feel secure in their future and assured that Russian aggression will never occur again. I thank our partners who understand this and help. We aligned our positions, coordinated next steps, and agreed on further contacts within the broader circle.

I thank all of you who really helped Ukraine make this year since our previous meeting of this kind truly productive. We have been through a lot together. We made it through the winter – a very difficult winter. When Ukraine was not alone, and we received the support we needed. This year, winter is once again an obvious priority for everyone. Your task this year is to provide the Government of Ukraine with the strongest possible support on the external track and in our relations with partners. Right now, we cannot predict with 100 percent certainty when diplomatic efforts will succeed, when Ukraine’s long-range sanctions against Russia, our mid-range strikes, and all the sanctions imposed by partners will generate the level of pressure needed to leave Russia with no alternative but peace. We will work very hard to make that happen this fall. But we clearly understand who we are dealing with and that Putin hopes to drag this war out even longer. He is preparing a mobilization campaign at home and new strikes. We see Russia’s true intentions, unite our partners, and put pressure on the aggressor. We are now in a new phase of development for the Air Force of the Armed Forces of Ukraine. We have done a lot to transition the Ukrainian Air Force to a new aviation standard – Western combat aviation. From the beginning of this war, we have been talking with our partners about the need to close the Ukrainian sky from Russian missiles and aircraft. We have held hundreds of meetings and negotiations to strengthen the capabilities of our aviation, air defense, and Defense Forces. We often heard the word "impossible" in response, but we made possible what was our ambition, our defense need, and now – it is a reality in our sky. F-16s in Ukraine. We ensured this. I am proud of all our guys who are skillfully mastering these aircraft and have already started using them for our country. I thank our team for this result. I thank all the partners who are truly helping with the F-16s, and the first countries that accepted our request for aircraft – Denmark, the Netherlands, the United States, – and all our partners, – we value your support. I wish our Air Force and all our warriors to feel the pride of Ukrainians in our combat aviation and to bring Ukraine the combat results that will bring our victory closer – our just peace for Ukraine.
