I can't think of a single reason/scenario where the end result is a win for the car driver.

He should have his license removed from him permanently (if he has one) and be told that if he gets behind the wheel of a vehicle he will go straight to prison for two years. The guy is obviously a danger to himself and the public.

I don't think this was consensual on the bus's part.
