This is very common in nearly all ASAL areas where most if not all rivers are seasonal. The danger is when it rains upriver and the people downriver have no idea mnashtuka the river is full.

You’ll be surprised to learn that the water shortages occur because some people build dams to supply their own land while cutting off water from reaching downstream areas. So this is a man made issue, not a natural one.

In Uganda the river is Called River Karenyang, which goes through to Kainuk in Turkana (Turkwel). Good to have grown through these places.
