Empowering Citizens: Celebrating 10 Years of Maharashtra's Right to Public Services Act Addressed a program marking the decade of the implementation of the 'Maharashtra Right to Public Service Act, 2015' and the first 'Right to Services Day'. When the system fails to honour the rights of citizens, it's essential that these rights are safeguarded through legislation, empowering citizens to seek redressal. As CM in previous tenure, one of my first decisions was to introduce the Maharashtra Right to Public Services Act during the first cabinet meeting. Today, over 1000 services have been notified under this Act, with 550 to 600 services already available online. We aim to bring another 300 services online soon, and 125 services are currently online but not yet accessible through the common portal. A deadline of August 15, 2025 has been set for full integration. A fine of ₹1,000 will be imposed on the concerned officer for each service per day beyond the defined delivery time. We are also upgrading our Government Portal to provide easier access to services. The vision behind this law is simple: ensuring that every citizen who seeks justice can get it where they need it. If justice is denied, we’ve built a system of appeal and penalty to ensure accountability. We’ve also signed MoU with Meta to bring governance to WhatsApp, simplifying access and improving the ease of living for the common man. To spread awareness and ensure the Right to Services is deeply ingrained in our society, we must incorporate it into school curriculum. Just like how Right to Information Act has empowered citizens, we strive to ensure that the Maharashtra Right to Public Services Act similarly empowers them. The star power of Shankar Mahadevan and Sonali Kulkarni, the brand ambassadors, will help us reach every corner of the State, making governance more people-centric, transparent, and dynamic. My questions to Chief Minister Devendra Fadnavis ji, Housing Minister Eknath Shinde - एकनाथ शिंदे ji, and SRA CEO Dr. Mahendra Kalyankar: 👉 On what basis was Shiv Infra Vision Properties Pvt. Ltd. appointed as the developer for the massive 38-acre SRA project (Sarvadharmiya SRA CHS and 36 other CHS schemes) in Juhu Gully? 👉 What due process was followed? 👉 What is this firm’s link to a BJP leader? 👉 Was the mandatory 13(2) procedure under the Maharashtra Slum Areas Act completed before changing the developer? 👉 Didn't a majority of the affected SRA societies object to this appointment? These are some of the questions I, along with my colleagues, put directly to SRA CEO Dr. Kalyankar during our meeting today. The SRA, created to safeguard the housing rights of the poor, has today become a den of corruption, brazenly siding with builders and those who wield political influence in the corridors of power. The Juhu Gully project, worth thousands of crores, involves 6,500+ slum dwellers, almost all of whom were kept in the dark before a new developer was imposed upon them. Why were they not consulted? Isn’t this a violation of their rights and the very spirit of the SRA rules? Today, most of them live under the fear of being forcefully displaced and denied their rightful in-situ rehabilitation. Tanwani, a former mayor, cited his desire to avoid a repeat of the 2014 election outcome, where he ran as a BJP candidate and lost to AIMIM’s Imtiaz Jaleel. The leader of the Maharashtra Legislative Council's opposition, Ambadas Danve, mentioned that Tanwani was removed as the party's district president. Tanwani had also withdrawn in 2019 to support Jaiswal. Just a week prior, Shiv Sena (UBT) had included Tanwani in their first list of candidates and provided him with necessary forms for filing. He was set to submit his nomination on Tuesday, the last day for entries for the Nov 20 assembly elections. Tanwani explained to TOI that he informed party chief Uddhav Thackeray of his decision to step aside to prevent an AIMIM victory. In 2014, Jaiswal garnered 41,861 votes, Tanwani received 40,770, and Jaleel won with 61,843 votes. In 2019, Jaiswal, running for Shiv Sena, defeated AIMIM's Siddiqui by 13,892 votes. Tanwani expressed disappointment that Jaiswal did not support him in the 2024 elections, despite his prior backing. He committed to working hard for Thorat’s victory. Tanwani has a history in local politics, having served as Mhada chairman from 1996 to 1999, becoming a corporator in 2000 and 2005, and winning the mayoral role in his second term. After being denied a ticket by Sena in 2014, he switched to BJP and lost against Jaiswal. Flagship initiatives—from PM Awas Yojana to Ujjwala and Swachh Bharat—have translated this growth into dignity, access and agency for crores of women. While significant strides have been made at the local level, the journey towards full and equal representation remains unfinished at higher legislative institutions. It is imperative that the 2029 Lok Sabha elections and the Assembly elections to the various states in the coming times are conducted with women’s reservation in place. In September 2023, Parliament passed the Nari Shakti Vandan Adhiniyam with the same spirit of consensus—marking a decisive step towards gender-responsive governance and legislation. Strengthening women’s participation in legislative institutions is an important step towards fulfilling that vision. This is truly a historic opportunity to make our democracy more representative, responsive and future-ready. The passage of a bill for women’s reservation should reflect the broadest possible consensus and be guided by the larger national interest. Such opportunities call upon us to act not for ourselves, but for future generations.
