Simple Beginnings to the Apex of India’s Judiciary - A Journey Celebrated! Attended the felicitation ceremony of Chief Justice of India, Hon. Shri Bhushan Gavai ji, organised by the Maharashtra Legislature at Vidhan Bhavan, Mumbai. To see a son of Maharashtra, upholding the timeless values of simplicity, integrity, and compassion passed down by his father, late Dadasaheb Gavai, being honoured on such a meaningful platform was a moment to cherish. His journey inspires countless others. From studying in a municipal school, unfamiliar with English till Class 7, to rising to the Nation’s highest judicial post - Hon. Shri Bhushan Gavai ji has shown how sincerity, values, and determination can shape extraordinary destinies. As a government pleader, when the High Court ordered the demolition of decades-old slums in Nagpur, it was he who moved the Supreme Court, secured a stay, and safeguarded the homes and dignity of countless families. He has consistently upheld that justice must be fair, humane, and in public interest. His landmark verdict in the long-stalled Bhopal highway case reflected this belief. Amidst environmental hurdles, his bench swiftly brought together key decision makers and directed a resolution within a month. The move not only cleared the highway but also finalised a crucial mitigation plan and completed the vital tiger corridor, proving development and conservation can progress hand in hand. Empowering Citizens: Celebrating 10 Years of Maharashtra's Right to Public Services Act Addressed a program marking the decade of the implementation of the 'Maharashtra Right to Public Service Act, 2015' and the first 'Right to Services Day'. When the system fails to honour the rights of citizens, it's essential that these rights are safeguarded through legislation, empowering citizens to seek redressal. As CM in previous tenure, one of my first decisions was to introduce the Maharashtra Right to Public Services Act during the first cabinet meeting. Today, over 1000 services have been notified under this Act, with 550 to 600 services already available online. We aim to bring another 300 services online soon, and 125 services are currently online but not yet accessible through the common portal. A deadline of August 15, 2025 has been set for full integration. A fine of ₹1,000 will be imposed on the concerned officer for each service per day beyond the defined delivery time. We are also upgrading our Government Portal to provide easier access to services. The vision behind this law is simple: ensuring that every citizen who seeks justice can get it where they need it. If justice is denied, we’ve built a system of appeal and penalty to ensure accountability. We’ve also signed MoU with Meta to bring governance to WhatsApp, simplifying access and improving the ease of living for the common man. To spread awareness and ensure the Right to Services is deeply ingrained in our society, we must incorporate it into school curriculum. Just like how Right to Information Act has empowered citizens, we strive to ensure that the Maharashtra Right to Public Services Act similarly empowers them. Ltd. appointed as the developer for the massive 38-acre SRA project (Sarvadharmiya SRA CHS and 36 other CHS schemes) in Juhu Gully? 👉 What due process was followed? 👉 What is this firm’s link to a BJP leader? 👉 Was the mandatory 13(2) procedure under the Maharashtra Slum Areas Act completed before changing the developer? 👉 Didn't a majority of the affected SRA societies object to this appointment? These are some of the questions I, along with my colleagues, put directly to SRA CEO Dr. Kalyankar during our meeting today. The SRA, created to safeguard the housing rights of the poor, has today become a den of corruption, brazenly siding with builders and those who wield political influence in the corridors of power. The Juhu Gully project, worth thousands of crores, involves 6,500+ slum dwellers, almost all of whom were kept in the dark before a new developer was imposed upon them. Why were they not consulted? Isn’t this a violation of their rights and the very spirit of the SRA rules? Today, most of them live under the fear of being forcefully displaced and denied their rightful in-situ rehabilitation. Reaping the Fruits of Women-Led Development: Voice, Participation and Leadership—The Imperative for the World’s Largest + Oldest Democracy. In this inspirational and insightful piece PM Shri Narendra Modi Ji writes how women have made vast and invaluable contributions to the progress and development of the nation. Yet, their representation in the world of politics and legislative bodies has not always been commensurate with their role in society. No democracy can be truly representative if half its population does not have an equal voice, participation and leadership in its State Assemblies and National Parliament. In the PM Modi-led government, this shift from women-centred to women-led development has already begun to take shape. GDP goes up when you transition from women-centred to women-led development, with this shift alone holding the potential to unlock over 10% annual growth. This is reflected in India’s strong macro-economic fundamentals, rising capital expenditure and infrastructure expansion, which in turn enable sustained investment in inclusive, women-centric schemes. The Union Budget 2026–27 reinforces this commitment, with the Gender Budget rising to 9.37%, with over ₹5 lakh crore allocated for the welfare of women and girls. Flagship initiatives—from PM Awas Yojana to Ujjwala and Swachh Bharat—have translated this growth into dignity, access and agency for crores of women. While significant strides have been made at the local level, the journey towards full and equal representation remains unfinished at higher legislative institutions. It is imperative that the 2029 Lok Sabha elections and the Assembly elections to the various states in the coming times are conducted with women’s reservation in place. In September 2023, Parliament passed the Nari Shakti Vandan Adhiniyam with the same spirit of consensus—marking a decisive step towards gender-responsive governance and legislation. Strengthening women’s participation in legislative institutions is an important step towards fulfilling that vision. This is truly a historic opportunity to make our democracy more representative, responsive and future-ready. The passage of a bill for women’s reservation should reflect the broadest possible consensus and be guided by the larger national interest. Such opportunities call upon us to act not for ourselves, but for future generations.
