“World of Ptavs” by Larry Niven gave a reasonable (at the time) explanation of why Uranus is tilted over - space ship hits a moon (Pluto) of Uranus at near light speed. It’s snooker balls into Uranus and knocks Pluto out of orbit

Those are axial inclinations, not orbital inclinations.
