It's as clear as mud for any service provider. Barely anything has changed - trans people can still use spaces associated with their acquired gender unless the proportionality test is met - and this draft guidance does not define said test.

I foresee a number of costly discrimination claims in services, eg council swimming pools, since trans people will have to out themselves on a daily basis. Bearded Trans men emerging in trunks from the women's changing rooms causing confusion, Trans women emerging from the men's to heckling and harassment. Trans people will be torn between civil disobedience and malicious compliance. Trans tourists able to use gender appropriate facilities back home will be accosted for entering sex based facilities here. Government grants to change facilities should be made available.
