This question should be directed to the government. how many citizen are using new cars in the country, if government buy them and use it for some years and auction it, citizens will have access to them. Thats how it works.

Assembled not manufactured. They buy Chinese cars and rebrand them to IVM. Very expensive, No spare parts market or after sales customer support.
