The inference is wrong. 2% of a group speaking their native language doesn't automatically mean culture genocide of that group. There's many other reasons for which language shift or decline happens—urbanization, intermarriage, economic incentives favoring a dominant language, migration, voluntary assimilation, education policies, media influence, or social prestige. Those reasons are more valid and with higher explanatory power than culture genocide.
