Overkill Mode pushes the visual fidelity in WARDOGS to its limits. High-end PCs only at launch. We'd rather be upfront than have lower-end players confused about why performance isn't what they expected. Wishlist WARDOGS on Steam:

So a user with 3090 will not see Overkill setting but a user with 4060 will see it ?!! Just use Very High as default and put a warning message when using OK mode and stop treating players like they have 1 cell brains.

I'm surprised more devs don't do this. In most game the visual difference between high and the absolute highest is usually barely noticeable while significantly more performance intensive.
