The problem is that he is looking at manufacturing jobs just through a national security lens, not from a people need jobs to feed themselves lens.

He is right of course, but its bad politics. The goal of industrial policy is to move *up* the value chain. It is not possible or desirable for America to be internationally competitive in the t-shirt manufacturing industry.
