The fact that American helicopters can roam unimpeded in Venezuela, just goes why air defense can't only be anti-air missiles. You have to have the entire spectrum of capabilities IN THE AIR, ie fighters, EW aircraft and AWACS to tie them all together. Air defense missiles alone aren't going to cut it.
