First Lady Bibi Aseefa B Zardari Briefed on Benazir Income Support Programme Islamabad, 22 June 2026 — First Lady Bibi Aseefa Bhutto Zardari attended a briefing by Chairperson BISP Senator Rubina Khalid and Secretary BISP Amir Ali Ahmed at Parliament House today, where she was given a comprehensive overview of the programme's progress, ongoing reforms and impact on deserving families across the country. The First Lady was informed that Rs 716 billion had been allocated for BISP during the financial year 2025-26, with a proposed budget of Rs 844 billion for 2026-27. She was informed that under the Benazir Kafaalat Programme, quarterly cash assistance of Rs 14,500 is currently being provided to 12 million households, with plans to increase the stipend to Rs 18,000 from January 2027. The briefing also highlighted that under the Benazir Taleemi Wazaif Programme, educational support is being extended to 12.4 million children linked to a minimum 70 per cent school attendance condition, while the Benazir Nashonuma Programme is providing assistance to approximately two million pregnant and lactating women and children under the age of two, with 52,000 adolescent girls additionally included under a pilot phase. She was informed that the Benazir Hunarmand Programme, launched by President Asif Ali Zardari and First Lady Bibi Aseefa Bhutto Zardari, is providing free skills training to deserving individuals, with more than 7,000 already enrolled in the programme. On the digital front, more than 10 million beneficiaries are being connected to the formal financial system through Digital Social Protection Wallets under the Prime Minister's Cashless Economy initiative, with more than 8.5 million free SIMs distributed and linked to wallets, and over 410,000 beneficiaries having received digital and financial literacy training. The briefing further highlighted that the National Socio-Economic Registry contains data on 38.7 million households, that 23 million households have updated their information under the Dynamic Registry, and that the recent recertification exercise has identified more than 3.5 million new potentially eligible families. The First Lady was also apprised of a World Bank study which found that BISP supports over 10.3 million families, covering approximately 24 per cent of Pakistani households and that for every one rupee disbursed, Rs 2.34 in real income is generated through multiplier effects in local economies. The study further found that 68 per cent of total income gains accrue to the poorest 40 per cent of households and that the programme supports 1.66 million full-time equivalent jobs. The briefing noted that economic activity generated by BISP returns an estimated Rs 174 billion annually to the national exchequer. Speaking on the occasion, Bibi Aseefa Bhutto Zardari said that the Benazir Income Support Programme stands as a lasting reflection of the vision of Shaheed Mohtarma Benazir Bhutto to provide support and opportunity to vulnerable segments of society. She appreciated the efforts being made to strengthen transparency, financial inclusion and service delivery through ongoing reforms and emphasised that effective social protection programmes play a vital role in supporting deserving families and enabling women to participate more fully in economic and social life. 9th August - IDPs and Shelter Needs in Northwest and Southern #Tigray Since November 2020, a devastating in Tigray has triggered a severe humanitarian crisis in the Tigray region. According to the IOM Data Tracking Matrix (DTM), in June 2024 alone, an additional 33,100 people were displaced in the Tigray region, bringing the total number of internally displaced persons (IDPs) to over 840,815 out of which over 146,893 individuals are living in collective centers or have formed informal settlements, often in harsh conditions. In the Northwestern Tigray region, where the weather can be extreme, makeshift shelters constructed with grass and other substandard materials are vulnerable to heavy rains and strong winds. These IDPs face immense challenges, including a severe lack of adequate shelter and essential non-food items (NFIs) such as cooking utensils, bedding, and hygiene kits. Despite the desperate need, assistance has been limited, leaving many without sufficient protection and support. Financial constraints have further compounded the issue, with many IDPs unable to afford rent. Consequently, they have moved from host communities into overcrowded collective centers, including schools and public buildings, where the living conditions are cramped and unsanitary. On average, more than 10 households are crammed into a single room, exacerbating the already difficult circumstances. The crisis is most acute in the Northwestern Tigray region of Northern Ethiopia, particularly in districts (woredas) like Seyemti Adiyabo, Asgede, Sheraro, and Tahtay Adiyabo. The situation remains critical, with urgent needs for shelter, non-food items, and cash-based interventions, especially rental support, to improve these displaced populations' living conditions and safety. Impact After Term | 08 : Eye Care Camps Across Madurai Central — Taking Healthcare Closer to the People One of the most common barriers to healthcare is not the absence of medical services, but the inability of people to access them at the right time. This was especially true for senior citizens, daily wage workers, and economically vulnerable families, many of whom delayed treatment despite health concerns due to financial constraints or the fear of losing a day's income. Recognising this challenge, Dr. Dr P Thiaga Rajan (PTR), then a first-time MLA serving in the Opposition, initiated a series of eye care camps across Madurai Central with the conviction that essential healthcare should reach people where they live, rather than waiting for people to seek it out. Conducted with the support of specialist doctors, these camps helped identify vision impairments, early-stage cataracts, and other eye-related conditions, enabling timely intervention and treatment. SHOULD GOVERNMENT BE ALLOWED TO TAKE PRIVATE PROPERTY? “People are waking up to the fact that the asset seizure tax is an elimination of private property rights, that fundamentally what you're saying [is] that private property now becomes public property. Because as soon as you give the government the right to collect your post-tax assets through a legislative vote, you are basically saying that you no longer have private property — because at any point in the future the government can vote to say I'm going to take your private property — which is different than an income tax. [An income tax] is when you earn something that you didn't have before, and they take a percentage of your earnings (of your income). The statement now is after you've made your income (it's now your private property) — they can come and take it. And so that is a distinction that has never existed in the United States. And I will make the retort right now to property tax, because people always say to me: ‘what about property tax?’ A property tax is a service fee on a particular, specific asset. The money that is collected provides services for that asset to make it more valuable. So you get roads, infrastructure, policing, fire, schools… All the stuff that comes with property tax makes that property [more valuable]. And you have the option at any point you want to sell that property and stop paying that property tax. You have the option at any point to downgrade your property and get a cheaper property and pay [a lower tax]. And here's the other important point about property tax: it’s uniform. Uniform means that everyone pays the same percentage, the same property tax rate in a county. This asset seizure tax that's being proposed is a demographic tax — meaning that the state or the legislature defines a specific group of individuals (in this case, they're saying anyone with a net worth over a billion dollars) and then they can go and take assets from only that group. That is nonuniform taxation. It means that for the first time we're saying based on the demographics of a person meaning whatever you want to use to define that person (in this case their wealth) — you are going to be treated differently. And that is different than an income tax, because remember when you have graduated income tax rates (and you say high earners get taxed more) — what you're taxing is the earnings, not the individual. You're not looking through to the individual to determine whether or not they're wealthy. All you're doing is looking at the independent earnings amount that's coming in. And so a uniformity clause is supposed to protect people from being demographically discriminated against. And you may roll your hand and be like: ‘Oh, who cares about the billionaires? Eat the rich. That's great.’ But fundamentally, you're giving the government, the legislature, the ability to in the future take any demographic definition they want and go in and take any percentage they want of after-tax property from you. First Lady Asifa Bhutto Zardari Reaffirms Support for WFP’s Efforts to Advance Zero Hunger in Pakistan A delegation of the United Nations World Food Programme (WFP), led by Ms. Anita Hirsch, Representative and Country Director, WFP Pakistan, called on the Honourable First Lady of Pakistan, H.E. Asifa Bhutto Zardari, in Karachi today. The meeting was also attended by Senator Sherry Rehman; Sindh Minister for Education Syed Sardar Ali Shah; Mayor Karachi Barrister Murtaza Wahab; and Mr. Irfan Soomro, Director General, Ministry of Foreign Affairs. The First Lady was briefed on WFP’s work in nutrition, food security, school meals and climate resilience, particularly its collaboration under the Benazir Nashonuma Programme (BNP). Since its inception, BNP has reached over three million women and children nationwide, including more than 1.7 million beneficiaries across Sindh. The delegation also highlighted WFP’s US$40 million School Meals Programme, targeting 100,000 children in 614 government schools in Malir and Keamari, as well as interventions addressing acute malnutrition, micronutrient deficiencies, WASH and climate resilience. The First Lady underscored the importance of the Benazir Nashonuma Programme and its complementarity with the mandates of UN agencies working in Pakistan, particularly towards achieving SDG 2: Zero Hunger. She stressed the need for an integrated approach to maternal and child health, breastfeeding, immunisation, nutrition, early childhood development and the reduction of infant mortality and stunting. She also highlighted the importance of accessible paediatric healthcare, including the work of the ChildLife Foundation, and called for greater national attention to population growth and its implications for health, education and development. Welcoming WFP’s School Meals Programme, the First Lady expressed particular interest in centralised kitchen models and proposed greater emphasis on school-based agriculture and kitchen gardens, allowing children to learn about nutrition, agriculture and healthy food through practical experience. Referring to the devastating floods of 2022, the First Lady emphasised Pakistan’s climate vulnerability and the importance of moving from disaster response towards early warning, anticipatory action and community resilience. She highlighted Sindh’s programme to construct around 2.1 million flood-resilient homes, with ownership provided to women of beneficiary households, and the leadership of Chairman Bilawal Bhutto Zardari in advancing the initiative. She also highlighted the Government of Sindh’s development and social-sector interventions, particularly in Thar. The WFP delegation briefed the First Lady on anticipatory action, disaster-risk financing, early-warning systems, climate-resilient agriculture and measures to protect livelihoods and livestock from natural disasters.
