From 1917 England was governing and before that, since the 1,500s the Ottomans. Palestine was a "land/region" but never a state or a country in the concept that we understand.

You are undoubtedly aware that a 1946, this region was occupied, in an actual colonial occupation, by the British government. So it wasn't a country then either. And your propaganda is weak.
