On July 11, 2007, the reporting agent received a lead referral from Special Agent IDCIS Mid-Atlantic Field Office regarding the Immigration and Customs Enforcement (ICE) initiated Operation Flicker. Operation Flicker is a nationwide investigation that has identified over 5,000 individuals that have subscribed to predicated child pornography websites. A list of individuals in New York State that are employed by the Department of Defense/U.S. Military, that have subscribed to websites that contain child pornographic images or other material that exploit children via the internet. 2. In April 2006, the ICE/Cyber Crimes Center/Child Exploitation Section (ICE/C3/CES) initiated an investigation into a criminal organization operating a commercial child pornography website known as "Home Collection." The investigation has revealed that the same organization is operating numerous commercial child pornography websites. In addition, the organization utilizes various Pay Pal accounts to process the payments for access to the member restricted areas of these websites. The investigation is being worked jointly with ICE/C3/CES, ICE/RAC/Birmingham, the U.S. Postal Inspection Service, the U.S. Department of Justice/Child Exploitation and Obscenity Section, and the USAO for the Northern District of Alabama. ICE has designated this operation as PROJECT FLICKER. 3. ICE/C3/CES has conducted over 60 undercover transactions at the advertising websites associated with this investigation. The investigation has identified that a specific criminal organization is operating approximately 18 different commercial child pornography advertising websites which provide access to approximately 18 child pornography member restricted websites. 4. Among the 5,000 names ICE identified under Project Flicker, several individuals used their .mil e-mail address, Fleet Post Office (FPO), or Army Post Office (APO) military zip codes. Special Agent advised the U.S. Attorney's Office and ICE that the DCIS will assist in identifying any additional Department of Defense (DoD) affiliated individuals and provide any investigative assistance. 5. As a result of the database queries, 264 individuals affiliated with DoD were identified, including 39 individuals within the Eastern District of Virginia. Of those identified, 9 individuals possessed a Top Secret Sensitive Compartmented Information security clearance, 13 possessed a Top Secret security clearance, 8 possessed a NATO Secret security clearance, 42 possessed a Secret security clearance, and 4 possessed an interim Secret security clearance. 6. The subject information containing DoD query results were divided by location and forwarded to the appropriate ICE and DCIS office for action. 17. This investigation is closed based upon the lack of participation by the Immigration and Customs Enforcement to present the forensic evidence obtained during the course of the investigation to the U.S. Attorney's Office. This case may be re-opened if ICE presents this case for prosecution, and the U.S. Attorney's Office accepts this case for prosecution. YAHOO NEWS: News Report by John Cook September 3, 2010 Pentagon declined to investigate hundreds of purchases of child pornography. A 2006 Immigration and Customs Enforcement investigation into the purchase of child pornography online turned up more than 250 civilian and military employees of the Defense Department -- including some with the highest available security clearance -- who used credit cards or PayPal to purchase images of children in sexual situations. But the Pentagon investigated only a handful of the cases, Defense Department records show. The cases turned up during a 2006 ICE inquiry, called Project Flicker, which targeted overseas processing of child-porn payments. As part of the probe, ICE investigators gained access to the names and credit card information of more than 5,000 Americans who had subscribed to websites offering images of child pornography. Many of those individuals provided military email addresses or physical addresses with Army or fleet ZIP codes when they purchased the subscriptions. In a related inquiry, the Pentagon's Defense Criminal Investigative Service (DCIS) cross-checked the ICE list against military databases to come up with a list of Defense employees and contractors who appeared to be guilty of purchasing child pornography. The names included staffers for the secretary of defense, contractors for the ultra-secretive National Security Agency, and a program manager at the Defense Advanced Research Projects Agency. But the DCIS opened investigations into only 20 percent of the individuals identified, and succeeded in prosecuting just a handful. The Boston Globe first reported the Pentagon's role in Project Flicker in July, citing DCIS investigative reports showing that at least 30 Defense Department employees were investigated. But new Project Flicker investigative reports obtained by The Upshot through the Freedom of Information Act, which you can read here, show that DCIS investigators identified 264 Defense employees or contractors who had purchased child pornography online. Astonishingly, nine of those had "Top Secret Sensitive Compartmentalized Information" security clearances, meaning they had access to the nation's most sensitive secrets. All told, 76 of the individuals had Secret or higher clearances. But DCIS investigated only 52 of the suspects, and just 10 were ever charged with viewing or purchasing child pornography. Without greater public disclosure of how these cases wound down, it's impossible to know how or whether any of the names listed in the Project Flicker papers came in for additional scrutiny. It's conceivable that some of them were picked up by local law enforcement, but it seems likely that most of the people flagged by the investigation did not have their military careers disrupted in the context of the DCIS inquiry. Among those charged were Gary Douglass Grant, a captain in the Army Reserves and a judge advocate general, or military prosecutor. After investigators executing a search warrant found child pornography on his computer, he pleaded guilty last year to state charges of possession of obscene matter of a minor in a sexual act in California. Others included contractors for the NSA with Top Secret clearances; one of them a former contractor fled the country after being indicted and is believed to be in Libya. But the vast majority of those investigated, including an active-duty lieutenant colonel in the Army and an official in the office of the secretary of defense, were never charged. On top of that, 212 people on ICE's list were never investigated at all. According to the records, DCIS prioritized the investigations by focusing on people who had security clearances since those who have a taste for child pornography can be vulnerable to blackmail and espionage. The documents show that the probe then concentrated on people who had been previously suspected of or convicted of sex crimes, or had access to children as part of their Defense Department duties. But at least some of the people on the Project Flicker list with security clearances were never pursued and could possibly remain on the job: DCIS only investigated 52 people, and 76 of those on the Project Flicker list had clearances. A DCIS spokesman didn't return phone calls. But the agency's own documents obtained via The Upshot's FOIA request indicate that the decision to press investigations forward hinged largely on questions of the resources available to the investigators. "Due to DCIS headquarters' direction and other DCIS investigative priorities, this investigation is cancelled" is a common summation in the files. A source familiar with the Project Flicker investigations who requested anonymity because public disclosure could jeopardize this person's job confirmed that departmental resources, and priorities, were decisive factors in letting inquiries lapse. DCIS is primarily tasked with rooting out contractor fraud and investigating security breaches; its 400 staffers were already plenty busy before Project Flicker dropped 264 more names onto their caseloads. And child pornography investigations are difficult to prosecute. Many judges wouldn't issue search warrants based on years-old evidence saying the targets subscribed to a kiddie porn website once. "We were stuck in a situation where we had some great information, but didn't have the resources to run with it," the source told The Upshot. Many of the investigative reports obtained by The Upshot end with a similar citation of scarce resources: Of course, other federal agencies, including ICE and the FBI, may have prosecuted some of the Project Flicker names the DCIS ignored. But that's unlikely, given that some of the DCIS investigations were closed due to lack of cooperation from ICE. In one case, involving an Army Reserve corporal in the Pittsburgh area, a DCIS agent expressed exasperation after repeatedly trying to get ICE to collaborate with him on the investigation: "Based upon the complete non-responsiveness of ICE ... it is recommended that the matter be closed." As for the 212 Project Flicker names that DCIS didn't investigate, the source familiar with the investigation said there was no systematic effort to inform their superiors or commanding officers of their suspected purchases of child pornography. DAILY MAIL: By WILLS ROBINSON PUBLISHED: 13:01 EDT, 24 August 2015 EXCLUSIVE: NASA employees caught buying child porn from site which showed three year olds being abused, but they escape prosecution and now their names are being kept secret. 1. An investigation by Daily Mail Online found staff members from the space agency paid for pictures and videos of children in sexual situations, but were never prosecuted. Their names have never been released because of government guidelines which protect their privacy. The probe found that in 2010, the employees paid for the pornography using personal credit cards or PayPal while working for the government. Their actions were uncovered during Project Flicker - an investigation by the FBI and Immigration and Customs Enforcement (ICE) into American citizens buying child pornography from Belarus and Ukraine. The investigation began in 2007 when more than 33,000 images of minors being abused flooded into the country. Investigators identified more than 5,200 citizens across the country who had paid for a subscription to illicit websites in order to access the content. In 2010 it was revealed that 264 of these worked for the Pentagon as either employees or contractors. Some of them worked for the NSA and had top security clearance. But the Daily Mail Online can reveal for the first time that NASA employees were also identified in the sickening scheme in the same year. However their names have been redacted in documents obtained by Daily Mail Online via a Freedom of Information Act request from NASA's Office of Inspector General. Some had highest available security clearance. After the probe was completed just 10 were ever charged with viewing or purchasing child pornography - prompting fears some of those caught could still be working for the military. It is not known whether any of the NASA employers were questioned, but it is clear they were not prosecuted - as their names have not been revealed. If they had been found guilty of a crime, their names would not have been redacted in the disclosed files. A spokesman for NASA told Daily Mail Online they would not be commenting beyond what was stated in the FOIA documents. The investigation, called Project Flicker, was conducted in collaboration with other U.S. and international law enforcement partners around the world, and identified 30,000 customers in 132 countries - resulting in hundreds of convictions in the U.S. and 16 arrests in Belarus and the Ukraine. HSI conducts investigations under Operation Predator, a nationwide initiative to protect children from sexual predators, including those who possess, trade and produce child pornography; who travel overseas for sex with minors; and who engage in the sex trafficking of children. The FBI said they would not be adding to the ICE's statement. The latest disclosure comes after Daily Mail Online investigations unearthed shocking breaches of computer guidelines inside the Department of Education the Department of Labor and the Department of Health and Human Services. ![It would be great if the chair of Transparency International, Anne Tolley, had to answer questions about transactions which have contributed to local rate increases. In my honest opinion, decision-making under the tenure of the commissioners has raised concerns. For example, public land was sold below market value on terms favourable to buyers over broader interests of ratepayers. In contrast, private land was purchased above or at market value often with favourable terms to the seller, raising questions about the cost and value to ratepayers. I made this LGOIMA request this morning stemming from the Council's Public Meeting. I would like to thank the new Council and the mayor for being far more transparent than the former unelected (but selected) Commissioners: Hi The Local Government Act 2002 promotes transparency, accountability, and democratic local government. The Auditor General stated in 2021 that: “Public accountability is about public organisations demonstrating to Parliament and the public their competence, reliability, and honesty in their use of public money and other public resources” Accordingly, I am making a request under the Local Government Official Information and Meetings Act 1987 (“LGOIMA”) regarding the property at 160 to 176 Devonport Road, Tauranga (“the Property”). Second Valuation At the Council’s public meeting on 3 March 2025 (“March Council Meeting”), the Mayor stated in regard to the Property that: “The thing that disappoints me … but it is that it is another example where we have paid towards the top of the range of what we could have paid. You know, I think, we have heard today that potentially HOBEC [Holland Beckett Lawyers] pulled out of it cos it wasn’t economic to do a development and, its, again we have underestimated the asbestos costs of removing a building. Potentially we have underestimated the geotech issues we are going to have with the site. We have been through this with 90 Devonport Road where we sold an asset for a similar value and had to reduce it to make it work. Yet we have decided to pay the $10,000,000.00 and I am sure we are not going to get back from the vendors the extra to make this work financially. So, I get we bought this as a strategic asset, but we need to look at our processes more. We need to do our due diligence properly and we need to start paying market values for properties not above and I know we have one valuation that justifies this cost but the other one doesn’t back that up. I think that going forward that value for money piece is that we need to get a bit smarter with some of these transactions that we do”. At a public meeting earlier this week, a ratepayer asked the mayor about the second valuation. I understand that the mayor allegedly stated that the second valuation came in around $8.6 million to the early $9millions. This raises question given the Council confirmed in a LGOIMA response to me dated 19 September 2024 (“September LGOMIA”) that: 1) The Council paid $10 million for the Property and spent a further $1.53 million in demolition and development costs for 100 open air carparks; and 2) The gross annual debt funding cost for the Property (land and development) was $556,000 as at the date of the LGOIMA response. The Council’s December 2022 Agenda states that: “…5. The properties are earmarked for commercial/mixed use redevelopment in Priority One’s CBD blueprint, which forms part of Council’s City Centre Action and Investment Plan. 6. With this property becoming available, staff have identified several facets of the Strategic Acquisition Fund which does not enable it to be used efficiently for acquisitions of this nature. Staff will review this policy, to enable it to be used more strategically and flexibly, while still retaining appropriate checks and balances.” Visual Barriers for Carparks By way of summary, Council staff and Councillors stated at the March Council Meeting that $10 million of public funds were used to purchase the Property; where existing retail and offices were demolished which resulted in lost rental and rates and increased debt. That 100 “visible carparks” were established based on “anecdotal demand” (on the fringe of the CBD) after a more central carpark around the Central Precinct Development was closed by the Council around the same time. In addition, the Council is losing money on the carpark. A Councillor asked: “ … was it of a mindset that the Commissioners did this without evidence or did the staff actually present them with the evidence, and did they override it?” A Council staff member responded, that while he was not employed by the Council at that time, he understood that: “Yes, Elizabeth Street [existing carpark close to the Property] always has plenty of … or pretty much always has plenty of capacity. However, there is and we have done some work and currently doing some work to remove that visual barrier of a going to use a parking building” LGOIMA Request I request the following information: 1)The second valuation for the Property; 2) An unredacted copy of the Telfer Valuation dated December 2022; 3)The financial loss for the carpark broken down into calendar months since the carpark opened in September 2024; 4)All information concerning the “anecdotal demand” to develop a carpark on the Property; 5)The previous work that the Council undertook concerning removing a visual barrier for carparking buildings; 6)The cost of the work noted at point 5; 7)The current work that the Council is undertaking concerning the removal of visual barriers for carparking buildings; 8) The cost of the work noted at point 7; 9) All information concerning the “geotech issues” for the Property; and 10) All information about the Council review of the Strategic Acquisition Fund following the meeting in December 2022. While I understand that the Council has 20 working days to provide the second valuation to me, I would appreciate it if the document was sent sooner given that the mayor has made reference to the document and its contents at public meetings. I am happy to wait for the full statutory time period for the remainder of the information (if such time is required by the Council). In regards to another matter, I request that the information provided to me in my privacy request be unredacted to avoid having to take this matter to the Privacy Commissioner and Ombudsman. While you may think that Zi0nists and T@mudic J3ws are at direct odds with each other, the bottom line is all J3wish factions in the world come together with the one shared goal of 'inheriting the earth' from the Krystos (Human Elohim), so they can have these 'promised lands' for themselves, regardless if they interpret the teachings of their forefathers slightly differently, or not. They are, in every faction, still the 'chosen ones'. In case you are unaware, the Babylonian Talmud is the teachings of sexual magic & blood ritual sacrif1ce referred to as ‘Mystery, Babylon the Great, the Whore of Babylon’ religion that was founded in Sumer-Ur 12,000 years ago by ‘those who from heaven came’ (the Anunnaki), where the wheel, the plow, indoor plumbing, production, writing, hydraulics, fabric, brick production, metallurgy, mathematics, philosophy, sailboats, chariots, numerals, taxes, calendars, codes-of-law, contract law, board games, beer, stringed instruments, maps, schools, farmer's almanac, jobs, congress, J3wdicial systems, corporations, paved roads, banks and formal municipal services suddenly fell right out of the clear blue sky to earth while the rest of the world were still living in caves and trying to invent fire. All with no archeological evidence of development for any of them. 👉 Trumps' coronation took place on July 10th, 2023, after J3ws had awaited the return of their 'Mashiach, Anointed One', for thousands of years. 👉 Tesla's new 4 million square ft AI data center is located in Memphis Tennessee, just 11 miles away from Elvis Presley's Graceland Estate. Those are some strong coincidences given the repeated Elvis comms Trump has been dropping, featuring Elvis songs at his rallies and gatherings along with dropping very deliberate multiple videos. So what about Memphis then? Why is Tesla there, why is Musk going off-topic in his interview about subjects totally unassociated with anything Egypt, Memphis, antichrists or 'gods' returning? Because it is time to lay the foundations of the return of the savior. And of course, that savior will be 'of the J3ws', not 'of the humans'. I've seen their multiple bodies of the same being, some identical, some very different. But they are all the same exact person inside (the same spirit essence). Somehow they have figured out how to do this. So there is never a time they are just in one body here on earth. But in thousands of bodies, many in stasis as 'vehicles' they can wear in all countries of the world through instant 'translocation', hidden away in stasis chambers, and many walking around awake and aware and at the ready to step in for the current leading position at a moment's notice, as covered in my article: 👉SOPHIA as well. Anyone paying attention has now seen many different Donald Trumps. Some are short, 5' 11", some are taller at 6' 3", some heavier, some slimmer, and even older. But what you likely didn't know is that in one of his eras, he was also King Antiochus of Babylon that conquered Memphis Egypt. So while you and I would see Donald Trump as 'cousins' with Elvis, the way it really works with the 'gods', is that's the same person in both bodies, and not just both bodies, but thousands of bodies worldwide. That's why the gods never die, not because they are in eternal-life bodies, but because they have replacements of differing ages at all times so their awareness never leaves, even if one or a dozen of their avatars is killed, as Donald Trump passed in 1989, but no one ever noticed, since he showed up on-time the following day without missing a beat. For a long time I have wondered who 'Mel' was that never showed up in Elvis' group photo collages, now I'm wondering if he wasn't strikingly similar to Donald Trump. Bear in mind, birthdates have nothing to do with the 'gods', as they are here in all different ages at all times, while they also have others here extremely close to the exact same age for reasons of being able to step in for each other for all sorts of reasons. Maybe now you understand how it was Trump managed to do hundreds of rallies leading up to the election that no living person could possibly pull off looking fit and fresh at each one, sometimes 3 in one day. Or why he was rumored to have "been awake for 72 hours before he gave his acceptance speech" on Nov 6th after the election and still looked great. You and I would have been half, if not fully, ded, by that time. Even at 21 yrs old I hit a wall at 24 hours that nearly felt like I was going to pass away if I didn't sleep. That’s impossible at 78 no matter who you are without body backups. Not that this is a religious note, because it isn't, but Jesheua Sananda is also scheduled to make a return during this same time to possibly use his legend to help as many humans and hybrids who are truly seeking to move on from this level make the shift. But what he's never going to do is command you to do anything. He won't be boasting about his accomplishments as being the best, yuge, or 'proud' of what he is able to do. He's only here to set an example for you of how to reach higher, outside of material, worldly matters. This is the sifting, where the wheat will be separated from the chaff for harvest.
