Patlabor 2: The Movie | 1993

if i remember right this is a reference to a real-life event to the UN peacekeeping force, the event was that japan civilian who was part of it was under attack but during being fired on, and more were told to not fire back at all, all them got killed because of it.

This whole movie was about elements of the Japanese self defense force staging a coup in protest against the policy of being deployed overseas as peacekeepers and then given absurdly restrictive rules of engagement that get them killed or court martialed.
