It obvious to everyone PC Harper’s murderers can’t be let out of jail on early release. It’s an insult to his memory, to his family and to police officers up and down the country. This is what Andy Burnham needs to do…

On BBC Breakfast this morning, Jon Kay read out the words of PC Andrew Harper’s mother, Debbie Adlam, to Labour’s Justice Secretary over the early release of her son’s killers. She says she is “bitterly disappointed” that two of her son’s killers remain eligible for early release, and asked: “What kind of society are we living in if these are the standards where the killers of a police officer can be released early?” Justice Secretary Alex Norris replied: “I understand why she’s so angry and we as a government share that anger… but we have to make this decision.” No, Alex. You don’t share that anger, if you did, you wouldn’t be doing it. And you don’t have to make this decision. There are more than 10,000 foreign national offenders currently sitting in our overcrowded prisons. Start deporting them. Anything less is a betrayal of every officer who puts their life on the line for the rest of us.

Labour had to be dragged into this U-turn on early release after my press conference last week. They voted against the protections they claim to support, yet they don’t go far enough. Their plans will see killers, like those responsible for PC Harper’s murder, released early.

A police federation has threatened legal action over plans to allow the killers of PC Andrew Harper to be freed halfway through their sentences, as part of the early release scheme. PC Harper was killed in August 2019 by Jessie Cole and Albert Bowers when he responded to a quad bike theft. The Government announced on Monday that some crimes would exempt prisoners from early release, including rape and grooming gang offences, but Cole and Bowers still remain eligible with their convictions of manslaughter. Thames Valley Police Federation has threatened to take the Government to court to prevent their release.

Yvette Cooper has said there is 'no good answer' to the situation surrounding the prison early release scheme. The Health Secretary said she understands victims and the public will want the perpetrators of crimes to serve their full sentences, but the lack of prison places means some must be released to ensure there is space for those who commit serious crimes. Under the early release scheme, thousands of prisoners will be eligible for release part way through their sentences. The Government ordered a review into the policy when it emerged that PC Andrew Harper's killers, who were convicted of manslaughter, would be eligible for the scheme.
