If you had a cyber hacker, it's much more dangerous if they have a million of them versus a thousand of them. Jensen: Your premise is just wrong. The fact of the matter is their AI development is going just fine. The best AI researchers in the world, because they are limited in compute, also come up with extremely smart algorithms. DeepSeek is not an inconsequential advance. The day that DeepSeek comes out on Huawei first, that is a horrible outcome for our nation. Dwarkesh: Currently, you can have a model like DeepSeek that can run on any accelerator if it's open source. Why would that stop being the case in the future? Jensen: Suppose it optimizes for Huawei. Suppose it optimizes for their architecture. It would put others at a disadvantage. As AI diffuses out into the rest of the world, their standards and their tech stack will become superior to ours because their models are open. Dwarkesh: Tesla sold extremely good electric vehicles to China for a long time. iPhones are sold in China. They didn't cause some lock-in. China will still make their version of EVs, and they're dominating, or smartphones, they're dominating. Jensen: We are not a car. The fact that I can buy this car brand one day and use another car brand another day is easy. Computing is not like that. There's a reason why x86 still exists. There's a reason why Arm is so sticky. These ecosystems are hard to replace. Dwarkesh: It's just hard to imagine that there's a long-term lock-in to the Chinese ecosystem, even if they have this slightly better open-source model for a while. American labs port across accelerators constantly. Anthropic's models are run on GPUs, they're run on Trainium, they're run on TPUs. There are so many things you can do, from distilling to a model that's well fit for your chips. Jensen: China is the largest contributor to open source software in the world. China's the largest contributor to open models in the world. Today it's built on the American tech stack, Nvidia’s. Fact. All five layers of the tech stack for AI are important. If you want to understand Asian geopolitics today, this is an absolute must-watch. This is George Yeo, who was a Singaporean cabinet minister during 21 years, including Minister for Foreign Affairs during 7 years. In my humble opinion, very few people out there have such a subtle understanding of geopolitics in Asia as he does. Here's a quick summary of what he says: The US has little knowledge of China He says that "the US political system is decentralized and because of the need to win votes, it goes through emotional phases and is entering such a phase now where China is demonized out of mass emotion. There's some manipulation behind the scenes, but it's not based on knowledge." To him, the US "don't understand the nature of China", the fact that China "is constantly building walls around itself because it is happy in its own homogeneity". He says it is wrong for the US to believe that "China wants to displace them as the top dog in the world" and "trying to contain China, even pull it down" as a result. Not only is this a wrong understanding of China's objectives but the US "may exhaust itself in the process and I don't think it will succeed". He says that with its tariffs and sanctions the US risks making the same mistake as China's Qing dynasty and "become very weak". He believes the primacy of the US dollar will break, and that US actions are "bringing forward that day" He says that "the key event will be when the primacy of the US dollar breaks. We all know it's going to break sometime or other because it's abnormal. If it is 30 years from now, well, let's drink and be merry. But if it's five years, well, we've got to calculate, right? Do we know when the cookie will crumble? We don't know. But the way the US is moving is bringing forward that day." It's "bringing forward that day" because "they try to control countries by sanctions" and as a result more and more countries put counter-measures in place, putting themselves out of the grasp of the US. China is not in trouble and "overcapacity" is "information warfare" He says "there's information warfare against China" and that he "doesn't think" China is in trouble. "Look at the factories, look at the EVs, look at how terrified the Europeans are, accusing China of having overcapacity. The US government just admitted it made a mistake. Months ago, Dario Amodei went on camera and compared selling AI chips to China to “selling nuclear weapons to North Korea.” Today, the Trump administration quietly started proving him right. Here’s what just dropped. Bloomberg is reporting that US officials are now considering capping Nvidia H200 chip sales to 75,000 per Chinese customer. AMD’s MI325 chips count toward the same cap. Total China allocation, roughly 1 million chips. Back in December 2025, Trump opened the floodgates. He approved H200 exports to China with a 25% fee. Nvidia couldn’t take orders fast enough. ByteDance, Alibaba, Tencent, they all lined up. Orders exceeded 2 million chips and over $54 billion worth. Then Dario Amodei walked into Davos and said what no one in Silicon Valley would say. “We are years ahead of China in chipmaking. It would be a big mistake to ship these chips.” “The CEOs of Chinese companies explicitly say the embargo is what’s holding them back.” He didn’t stop there. “Imagine 100 million people smarter than any Nobel Prize winner, in a data center, under the control of one country.” “This is crazy. The H200 is the chip that trains the next generation of AI models. 75,000 gets you a strong inference cluster, it does not get you a frontier lab. And here’s the part no one is talking about. AMD is included, not just Nvidia. If a Chinese company buys 50,000 H200s and 25,000 MI325s, they’ve hit the cap. There is no workaround. This means the US government is now treating advanced AI compute like a controlled substance. That is a fundamentally different posture than three months ago. Dario Amodei called this the most important national security question of the decade. He was mocked and was called a “doomer.” Today, the policy is moving in his direction. One million chips is still an enormous amount of compute entering China. At $27,000 each, that’s roughly $27 billion worth. Amodei would tell you it’s still too much and he might be right. But the era of unrestricted AI chip exports to China appears to be ending before it truly began. The question now isn’t whether to restrict, It’s how much. And who in Washington has the nerve to answer that honestly , when Nvidia’s lobbying budget is measured in the hundreds of millions.

After being repeatedly caught doing illegal black ops, the CIA decided to spin off a portion of its overseas work under a nicer-sounding name – the National Endowment for Democracy, or the NED. This group continued the CIA's global specialties: political interference worldwide, and endless demonization of US rivals, especially China. By 2020, the US had a terrible reputation for meddling in the affairs of other countries, and people were becoming wise to what the NED was really about. What to do now? The US State Department decided to set up a unit that would feel non-American. So the US chose to start a new front organisation with their most servile supporters, the UK and Japan. It would start in the UK and then expand to draw as many European nations as possible, and then other countries too. So the NED teamed up with its frequent partner organization, the OSF, a political interference body funded by a US billionaire named George Soros. In June of 2020, they launched the Inter-Parliamentary Alliance on China, or IPAC—notice that it doesn't sound American – most people think it is British. A few months later, the Americans launched a Japanese branch of IPAC. . BRITISH FACE The face of it was a British man named Luke de Pulford, notorious for his harshly negative opinion of the Chinese. Its mission was to act cultivate negativity towards China in other countries – or, to use its own mission statement, it was to work as an "international cross-party group of legislators working towards reform on how democratic countries approach China." The trouble was that if you looked closely at it, it did look like an obvious CIA anti-China operation. Fortunately (for them), the western mainstream media were very happy to write endless anti-China articles quoting IPAC and without mentioning the CIA or the NED or the OFS. "A lot of people didn't want to be doing something that seemed to be doing the foreign policy bidding of the United States, so the way we built this thing had to feel to them that it was authentically cross-party," de Pulford told the Nikkei Asia, an anti-China publication. . VIOLENCE, JIMMY LAI AND IPAC Since then, IPAC has engaged in huge amounts of anti-Chinese activity. When Jimmy Lai was engaging with shockingly violent groups causing mayhem in Hong Kong, there were numerous communications with IPAC found on his phone. In court, Jimmy Lai said that de Pulford contacted him so often that he became a nuisance. . HOBHOUSE DIVIDES WORLD INTO TWO IPAC's mission is to foster division and prevent peace. When French leader Emmanuel Macron said that the Chinese and Europeans should work together (and said something peace-cultivating about Taiwan), IPAC issued a harsh statement saying: "Monsieur le president, you do not speak for Europe." Ms Hobhouse and her colleagues at IPAC have become the motherlode of demonization of China. Ms Hobhouse obediently pushes the CIA narrative on Tibet, and on Taiwan, and sees the world divided into two – the glorious "free world", the one currently led by Mr Trump, and the rest of the world. That tells us a lot about her. . HARMING THE HONG KONG PEOPLE So, in summary, the CIA set up the NED as a front organization, and the NED worked with Soros to set up IPAC as a front organization to push US foreign policy on China in countries outside the US. IPAC has caused immense harm to the innocent people of Hong Kong, pushing for huge amounts of sanctions, demonizing us and punishing our community in numerous ways – punishments we have done nothing to deserve. "China is at war with faith. It is a war they will not win," says Ambassador Sam Brownback in a powerful testimony on the CCP's obsessive persecution of all genuinely independent faiths. "Religious freedom… is an existential threat to them. For us, it's a foundational principle." Excerpts (machine transcript): "Why this is taking place? Why does China invest billions of dollars each year to oppress religion? And it's not just Christians and it's not just Muslims, it's everybody. It's everybody. It's Tibetan Buddhists, it's Falun Gong. And I would argue Falun Gong get the worst of all of it as a domestic indigenous religion. I put Falun Gong in the category of this is what grandma taught us. She taught us this type of faith, and the people rapidly went to it, and it scared the Chinese Communist Party, and they thought, we can't control these guys. We've got to kill them. Thus, you have three ongoing genocides in China right now, of religious communities: the Tibetan Buddhists—certainly a cultural genocide, if it isn't a genocide; the Uyghurs—it has been classified as a genocide, the Muslim Uyghurs, and it's really not the Uyghurs themselves who are the problem, it's the Muslims in the Uyghurs, and they're trying to— they're fine with Uyghur culture, it's not the answering to a higher authority that Islam is. And then Falun Gong, who, I'd say, gets the hardest of all of it. Why are they doing this? The Chinese communists have to control people, and they find that the people that will stand up to them are people that are answering to a higher authority than the government. It's a very simple thing. It's a very clear problem that communism has had from its very outset. It's a very clear problem that communism has attacked from its very outset in the most horrific, aggressive ways possible. I think, then, that one of our clear responses to this should be to back people of faith. For China, religious freedom is an existential threat. And here, I'm quoting my coach here and saying this: this is an existential threat to them. For us, it's a foundational principle. You can't operate a free and open democracy without having religious freedom, with the people themselves being able to do that. And so we should stand up for who we are, and we should stand up against what China is doing, and we should be doing it very clearly. Let me give you some quick examples of what we should do in the brief time that I have. Number one: within the last two weeks, the head of Zion Church was arrested, Ezra Mingri was arrested, along with a number of other pastors in that network. These guys are hostages. This wasn't done just willy nilly; they just didn't find out about this. The Chinese Communist Party has known about this group for some period of time, and I think in building up to the meeting between Xi and President Trump, what's taking place here is they're grabbing more trading material. These are hostages that they've taken. We should demand that they be released. We should stand up for these other faith communities and stand up with these other faith communities. We should stand up for and with the Tibetan Buddhists. The Secretary of State, the Vice President, the President should fly to see the Dalai Lama in Dharamsala, India, and meet with him and say, "We want to stand with the Tibetan people." I think we should endorse the "third way" that the Tibetan Buddhists have put forward, where they would have an independent country within China. I don't think China is going to allow that, but I think we should stand up for it. I think we should stand up and advocate for the Uyghurs to be released from the forced labor camps that they are in. I think we should stand up for the Christians who are being captured, taken captive, put in horrific circumstances and conditions, and demand their release. And I think we should stand up for the Falun Gong. The writer and founder of Falun Gong, Li Hongzhi, lives in the United States now. He sought asylum here. I think people in the White House should meet with him and declare that they should have religious freedom—and they should have it now. A final point on this—and I could go on a long time, I've written a book on this, on China's war on faith. It will come out next year. I hope people follow it. This should move from being just a human rights issue to a national security issue. For us, religious freedom is the most potent, powerful tool that we have. It stands for our basic values. It stands as a complete threat to Communist China. The most organized domestic group inside of China that could stand up to the regime are people of faith, and they have been persecuted for decades. They have been slaughtered and killed for decades. The Chinese Communist Party has killed more of its own people than any other regime in the history of mankind, and nobody else is even close. They have done this, and they've got three genocides going on now. What would be more important? The guy that was the head, at one point in time, for the Tibetans in exile, once told me, "Either the world will change China, or China will change the world." And we are really at that kind of moment. I always laugh anymore when they say, "These are foreign religions." The real carpetbagger in China is communism—that's what was developed in the European industrial age and goes over to China. It's the one that doesn't fit. If you want to get authentic China, do what the Falun Gong want—they just want to take it back to a cultural civilization that China was for thousands of years. If you want to get rid of carpetbaggers, do that. And so that is just such a canard. It's just such a lie. But they continue to hoist it, I guess, to try to convince the Chinese people or that this is the only answer that they've got. Clearly, I think we should be meeting with these religious leaders to support them. As I mentioned, we should meet with the founder of Falun Gong in the White House; invite him and say, "Look, we just want to recognize this." Meet with the Dalai Lama: the President, the Vice President, Secretary of State—endorse his "third way." Meet with these Christians. Bring a group of people who have been persecuted for their faith into the White House, and have President Trump meet with them and just have them tell their stories. And then I would take that group on tour in Europe and have them just tell their stories—this is what's happened to us, what has happened over decades, and why. Because they have to suppress the religious people, and the religious people are the first ones they'll attack, and they'll be the last ones left standing."

My response to Rep. Ro Khanna's self-immolation in committee today: Ro Khanna owes the American people an apology. I've testified in 20 state capitols across the country. I've never seen a lawmaker embarrass himself like Ro Khanna did today. Ro is a leader of the most important committee for countering the Chinese Communist Party. Instead of dealing in substance and policy, he pulled out the race card in the most self-embarrassing way today while also peddling ridiculous conspiracy theories. The American people need real solutions to acute national security issues. Ro Khanna is burning up committee time on nonsense. Here's what happened: I testified today about how American state lawmakers are being threatened, harassed and attacked by Chinese state-tied actors. Our military installations are being closely surveilled. Chinese-Americans are being hunted down by CCP government agents. Critical infrastructure is being attacked. Rep. Khanna ignored all those threats, *including threats to fellow Democrats who are currently sitting state lawmakers.* Honestly, I'm shocked that it did not register with him that a Chinese company threatened a Democrat state official. Instead, Ro dug up a tweet where I criticized CCP birth tourism and tried to call me racist. Of course, he completely failed. I oppose birth tourism schemes through which CCP military and political leaders get U.S. citizenship for their children by giving birth in Saipan and then raising their children loyal to the CCP in China. It's completely crazy that we allow this. Peter Schweizer has documented this scandal in his recent book. This shouldn't be a partisan issue. And here's the context: Ro was angry that I criticized birth tourism as a part of my criticism of two Chinese-Americans who attempted to bomb MacDill Air Force Base earlier this year. According to Rep. Khanna, the bombers Alen Zheng (20) and his sister Ann Mary Zheng (27) achieved American citizenship through some sort of birthright program. It's unclear whether they were just born and raised here, or if they were a part of the Saipan scheme I criticized. But either way, Ro Khanna was lifting up and defending people who were basically terrorists who tried to bomb CENTCOM March 10th of this year. Then he turned around and claimed the real problem is racists who think birth tourism is a bad idea. Guess who thinks birth tourism is a bad idea? 75% of the American people according to a YouGov poll from last year: "The group Americans are least likely to say should automatically receive U.S. citizenship — of the nine asked about in the survey — is children born in the U.S. to parents who are tourists visiting the country. 25% of Americans, including 11% of Republicans and 41% of Democrats, think children born to tourists on American soil should automatically receive U.S. citizenship." Sorry 75% of Americans who have common sense. Rep. Ro Khanna thinks you're all racists! Furthermore, with the CCP, we are talking about cases where a child in simply born on a U.S. pacific island and then returns to China within days, never to see the USA again. Ro Khanna apparently thinks giving citizenship to all of these people is a great idea, even if they are completely loyal to the CCP, absolutely hate the USA, and have never stepped foot in our country. To me and to practically anyone with common sense who analyzes the CCP, this is an obvious vector for CCP grey-zone political warfare. For example, imagine 1,500,000 CCP loyalists raised entirely in China voting across swing states in our elections. Nonetheless, Ro Khanna went on a rant to claim that I'm an anti-Chinese racist because I oppose this obviously ridiculous birth tourism scheme. Now here's where Ro really jumped the shark. In his rush to conjure up a triple bank-shot conspiracy theory to try to claim I'm a racist, he apparently didn't do any homework to find out anything about me. I'm married to an immigrant from China who became an American citizen in 2019. We have 4 wonderful children who are, of course, half Chinese by ethnicity. Ro was ranting at the dais claiming I'm racist against my own family simply because I oppose all the various schemes of the genocidal Chinese Communist Party, and I hold a position on birth tourism shared by 75% of the American people. And I bet it would be way higher than 75% if the question was focused on the CCP Saipan scheme. As I told Ro in committee, calling someone an anti-Chinese racist for opposing the CCP is like calling someone an anti-Italian racist for opposing the mafia. Both examples are absurd. Embarrassingly so. The American people need real leaders and real national security solutions from both federal and state governments. That's what we work on every day at State Armor. We don't need Rep. Ro Khanna wasting time be-clowning himself in committee when there is so much real work that needs to be done. Ro insulted me and my family today. But honestly, I don't know anyone who puts any value in what Ro says. So that doesn't really matter. Today's self-embarrassment was just one more part of Ro's ongoing self-immolation that includes endorsing Nazi-sympathetic candidates, claiming Elon Musk killed millions of kids, and being one of the most prolific stock traders in Congress. And that's just in the last few weeks. But here's what matters: Ro Khanna is an elected official who is tasked with dealing with our most urgent national security issues, like those I brought before him and the Select Committee on China committee today. And instead of engaging in a real policy discussion, he destroyed our ability to work together on real solutions to counter the attacks by the Chinese Communist Party. For that, he owes the American people an apology.

There's a very famous story from 60 years ago where they caught some stuff that was killing people in Europe and saved them here. They've used that as an excuse to make this massive bureaucracy that makes it cost 10 or 100 times more to do drugs than it should, which means there's tons of these new drugs you could be developing to save lives that we're just not able to do. I would be investing billions more to save lives, but I can't. So the equivalent is terrifying to me. The government is bad at these things. The bureaucrats are bad at these things. Now there's a there's another argument here, which is that you have things like Mythos and OpenAI's new technology that's really, really good at hacking into everything. And you probably don't want like, that new technology going to the bad guys right away. So there has to be some sort of trade off, some sort of framework. We have to be really careful not to make the mistakes the FDA has made. Andrew: So what would you do? What do you think that should look like? Joe: There probably should be some national agreement on regulation on new powerful models. It should be as small and as narrow as possible. It should not have the same bureaucracy. You should make sure the government from the start, has metrics on the speed at which it has to go and the transparency, because you're gonna have cronyism, you're gonna have the big guys capture it. You're going to slow it down. Pharma loves the FDA against biotech. It makes it too expensive for us to build our own pharma companies. We have to sell to them. This is what the big guys want. Google and Microsoft and OpenAI and the rest of them, they want to create rules to make it so they can... Andrew: They've all been calling for it. I mean, you remember Sam Altman, Dario, others early on said, "Regulate us; you need to regulate us. Please, regulate us." The question is was that a genuine call for action or do you think that was a "We think Washington's never going to do this. So we'll say it, and get some nice PR points." This is the most insane thing any US President has ever said publicly. Trump sent a text to Norway's Prime Minister saying: "Considering your Country decided not to give me the Nobel Peace Prize for having stopped 8 Wars PLUS, I no longer feel an obligation to think purely of Peace." Then in the SAME message, he demanded control of Greenland. The media's calling it unhinged. But here's what nobody's putting together: This isn't about a prize. It's about a $3 TRILLION resource war with China. And Trump just gave away the game. Follow the money: China controls 90% of global rare earth processing. The minerals needed for every iPhone, every EV battery, every fighter jet, every missile guidance system. The US has been dependent on Beijing for two decades. And China knows it. In 2024, Beijing implemented export restrictions on graphite and heavy rare earths, which exposed Western automotive supply chains to MONTHS of production delays. This wasn't a warning shot. It was a demonstration. So where does Greenland fit? Greenland ranks 8th globally in rare earth reserves. 1.5 million tons sitting under the ice. Two of the world's largest undeveloped deposits are there: Kvanefjeld and Tanbreez. The Kvanefjeld deposit alone contains 6.6 MILLION tons of rare earth oxides. Second largest in the world. Enough to power US defense and tech industries for DECADES. But here's the part that should terrify Washington: China's Shenghe Resources is already the largest shareholder in the Kvanefjeld project.
