If there is any hope, I think it must be that those who know how to build these devices must do so in secret, and once perfected, forego any desire for personal wealth and distribute the products/designs as widely as possible as open source so they cannot be suppressed.

My Dad had a brand new car and it got that kind of mileage, one day a bundle of officials and police showed up on the ranch and said they needed to take a part off of his car and replace it. There was no option to refuse it, they replaced the carburetor and it was never the same fuel mileage afterwards.
