The pastry, though thinner, lacked that golden-brown finish and flaky bite true pie lovers crave. Then I met Surrey’s Pepper Steak pie. The first crack through the crust was a satisfying crunch, giving way to tender beef wrapped in a rich, peppery gravy that hit all the right notes.
