An internal problem becomes a transnational security threat when the neighboring state refuses to take action against the groups using its soil. An internal problem does not require foreign launching pads. No country has the right to host groups attacking its neighbor and then call it an internal matter. And whether Pashto has a word for “terrorist” or not the world and UN calls TTP terrorists because they kill civilians. Pakistan sheltered 4 million Afghans, yet Afghanistan can’t stop TTP using its soil against us. Cross-border attacks are external aggression, not internal issues.
