Canadians pushing back, boycotting and retaliating absolutely has had an impact. The liquor, deals with Europe and Asia, boycotting travel to the US, and now tariffs. It is clear that they were surprised how united Canadians were in these efforts.

You have to remember that it was Peter MacKay, who broke the rules surrounding the merger with the reform party that allowed for a reformer to become leader and then replace the majority of the oc parties leadership team with former reformers by 2010, to take control of the party

Conservatives would rather us take a loss to help tone down the temperature in our trade talks with the US without considering that Trump always changes the rules. They would rather us take a submissive position with the bully.
