So every visit is a special event. “We were returning by boat after ocean work when our colleague Liza suddenly shouted: ‘A penguin, a penguin!’ At first we didn’t understand why she was so excited — we have thousands of gentoo penguins nesting here. And then we realized… :)” recalls biologist Vladyslav Khreshcheniuk. The young visitor (recognizable by the gray patches on its head) stayed only briefly, disappearing by the next morning. The last time an emperor penguin visited Galindez Island was in June 2024. 🚨🇷🇺📉 Support for Russia's war in Ukraine has reached its weakest level since the full-scale invasion began. A new survey suggests public confidence in the Kremlin's military campaign continues to erode after more than four years of war. According to the Levada Center's July 2026 poll, only 8% of respondents described Vladimir Putin's so-called "special military operation" as "very successful," the lowest level recorded in more than four years. At the same time, the share of respondents who said they "rather do not support" or "do not support at all" the actions of the Russian Armed Forces in Ukraine rose to 21%, the highest level since the invasion began. Meanwhile, the proportion of Russians who say they "strongly support" the war has fallen to 34%, down from more than 50% during the first month of the full-scale invasion. A new survey suggests public confidence in the Kremlin's military campaign continues to erode after more than four years of war. According to the Levada Center's July 2026 poll, only 8% of respondents described Vladimir Putin's so-called "special military operation" as "very successful," the lowest level recorded in more than four years. The survey also found that: ▪️ 8% consider the war "completely unsuccessful"; ▪️ 20% describe it as "rather unsuccessful"; ▪️ 22% were unable or unwilling to give an assessment. Millî Savunma Bakanlığının faaliyetlerinin anlatıldığı Haftalık Basın Bilgilendirme Toplantısı, Kuzey Kıbrıs Türk Cumhuriyeti’nde gerçekleştirildi. Boğazköy Şehitliği’nde gerçekleştirilen basın toplantısında Basın ve Halkla İlişkiler Müşaviri ve Bakanlık Sözcüsü Tuğamiral Zeki Aktürk, şu bilgileri paylaştı: KIBRISLI KARDEŞLERİMİZİN YANINDA OLMAYA DEVAM EDECEĞİZ "Soydaşlarımızın uğradığı zulmü sona erdirmek amacıyla 20 Temmuz 1974’te gerçekleştirilen Kıbrıs Barış Harekâtı’nda vatan ve millet uğruna şehit olan kahraman Mehmetçiğin ve Mücahitlerin yan yana yattığı Kuzey Kıbrıs Türk Cumhuriyeti’nde bulunan Boğazköy Şehitliği’nde icra ettiğimiz Millî Savunma Bakanlığı Haftalık Basın Bilgilendirme Toplantısı'na hoş geldiniz. NATO KOSOVA GÜCÜ (KFOR) KOMUTANLIĞI GÖREVİNİ YENİDEN DEVRALIYORUZ Birleşmiş Milletler, NATO, AGİT ve Avrupa Birliği ile ikili ilişkiler kapsamında birçok coğrafyada başarıyla görev yapan Türk Silahlı Kuvvetlerimiz; dünya güvenliği, barışı ve istikrarına önemli katkılar sağlamayı sürdürmektedir. NATO Kosova Gücü (KFOR) ihtiyat birliği rotasyon planlaması kapsamında, 25-26 Eylül’de kara ve hava yolu ile Kosova’ya intikal eden İhtiyat Taburumuz, 1 Ekim’de 4’üncü kez Kosova Operatif İhtiyat Taburu görevini 3 ay süreyle devralmıştır. Ülkemiz, 2023-2024 döneminde başarıyla yerine getirdiği NATO Kosova Gücü (KFOR) Komutanlığı görevini ise yarın (3 Ekim) düzenlenecek törenle İtalya’dan devralacaktır. 2’nci kez icra edeceğimiz söz konusu görev, daha önce de olduğu gibi, NATO ve Birleşmiş Milletler kararlarına uygun olarak ve uluslararası sorumluluğun gerektirdiği tam bir tarafsızlık ve şeffaflık ile yerine getirilecektir. Diğer yandan, Afrika’nın huzur ve istikrarına verdiğimiz önem ile artan askerî eğitim ve iş birliği faaliyetlerimiz kapsamında, Senegal’in talebi üzerine bir deniz karakol uçağımız; 1 Ekim’den itibaren Senegal’in sorumluluğundaki arama kurtarma sahasında Senegal Silahlı Kuvvetlerine arama kurtarma, deniz gözetimi eğitimi ve desteği sağlanması maksadıyla Dakar/Senegal’e intikal etmiştir. GAZZE’DEKİ İNSANİ TRAJEDİYİ SONA ERDİRECEK HER GİRİŞİMİ DESTEKLİYORUZ Gazze’deki insani trajediyi sona erdirecek her girişimi ilke itibarıyla desteklediğimizi ve bu çerçevede tarafların kabul edeceği adil ve kalıcı bir barışın tesisine katkı sağlamaya devam edeceğimizi vurguluyoruz. Ayrıca, mazlum Filistin halkının haklı davasını gelecek nesillere aktarmak amacıyla Harp Okulları ile Astsubay Meslek Yüksekokullarımızın 2025-2026 Eğitim ve Öğretim Yılı açılışı kapsamında, Millî Savunma Üniversitesi Rektörümüz tarafından 'Filistin’de 800 Yıl' konulu ilk ders verilecek, Filistin’in Türk hâkimiyetindeki barış ve huzur dolu dönemleri ile günümüzde yaşanan katliama giden süreç ele alınacaktır. SAYIN BAKANIMIZ, BUGÜN MOĞALİSTAN’I ZİYARET EDİYOR Sayın Bakanımız; 27 Eylül’de Preveze Deniz Zaferi’nin 487’nci yıl dönümü ve Deniz Kuvvetleri Günü dolayısıyla Deniz Kuvvetleri Komutanı ve beraberindeki personeli kabul etmiş, 30 Eylül’de Birleşik Krallık Savunma Bakanı ile ikili ve bölgesel savunma ve güvenlik ile savunma sanayi konularının ele alındığı bir telefon görüşmesi gerçekleştirmiştir. 1 Ekim’de İran Savunma ve Silahlı Kuvvetler Lojistik Bakanı ile Bakanlığımızda görüşen Sayın Bakanımız, bugün (2 Ekim) resmî temaslarda bulunmak üzere Moğolistan’a ziyaret gerçekleştirmektedir. ▪️ 26-28 Eylül tarihleri arasında Letonya’da düzenlenen NATO Askerî Komite Toplantısı’na katılan Sayın Genelkurmay Başkanımız, Riga Büyükelçimizi, Askerî Ataşemizi ve Cesis Türk Şehitliği’ni ziyaret etmiş; başta NATO Askerî Komite Başkanı ve Avrupa Müttefik Yüksek Komutanı olmak üzere birçok ülkenin Genelkurmay Başkanıyla ikili görüşmeler gerçekleştirmiştir. ▪️ Sayın Genelkurmay Başkanımız, bugün (2 Ekim) Hava Kuvvetleri Komutanımızın resmî davetlisi olarak 1-5 Ekim tarihleri arasında ülkemizi ziyaret eden Bangladeş Hava Kuvvetleri Komutanı’nı kabul edecektir. SURİYE’DE 642 KİLOMETRE TÜNEL İMHA EDİLDİ Türk Silahlı Kuvvetlerimiz; terörle mücadelesine, sınırlarımızı korumaya; karada, denizde ve havada ülkemizin savunma ve güvenliğini sağlamaya azim ve kararlılıkla devam etmektedir. Pençe-Kilit başta olmak üzere operasyon bölgelerinde tespit edilen teröristlere ait mağara, sığınak ve barınaklarda ele geçirilen çok sayıda silah, mühimmat ve muhtelif malzeme kullanılamaz hâle getirilmiş, 'Suriye Harekât Alanları'nda Tel Rıfat ve Menbic’de imha edilen tünel uzunluğu 642 kilometreye ulaşmıştır. HUDUTLARDA 188 ŞAHIS YAKALANDI Tesis edilen kademeli güvenlik sistemiyle uluslararası standartlarda korunan hudutlarımızda ise; ▪️ 5’i terör örgütü mensubu olmak üzere 188 şahıs yakalanmış, 1 Ocak’tan bugüne kadar yasa dışı yollarla geçmeye çalışırken yakalananların sayısı 7 bin 177 olmuştur. ▪️ Hafta içerisinde engellenen 735 şahıs ile birlikte bu yıl içerisinde engellenen kişi sayısı da 51 bin 876’ya ulaşmıştır. Yine, bu hafta içerisinde, Van hudut hattında yapılan arama tarama faaliyetlerinde yaklaşık 118 kilogram uyuşturucu madde ele geçirilmiştir. 6-8 EKİM’DE POLATLI’DA ATEŞ SERBEST FAALİYETİ GERÇEKLEŞTİRİLECEK Türk Silahlı Kuvvetlerimizin, eğitim ve tatbikat faaliyetleri de kesintisiz devam etmektedir. Bu çerçevede; ▪️ Doğu Akdeniz’de Türkiye-Mısır Dostluk Denizi (Bahr El Sadaka), ▪️ Taranto Körfezi/İtalya’da Italian SMEREX, ▪️ Singapur’da Pacific Reach, ▪️ Almanya’da Ramstein Alloy-III, ▪️ Hollanda’da Bold Machina/Autumn Waves tatbikatları ile ▪️ Adriyatik ve İyon Denizi’nde Anadolu Görev Grubu ile katıldığımız Neptune Strike Geliştirilmiş Teyakkuz Faaliyeti (enhanced Vigilance Acitivity-eVA) başarıyla icra edilmiştir. 29 Eylül’de başlayan; ▪️ Ankara’daki Türkiye-Cezayir Özel Kuvvet Eğitimi 8 Ekim’de, ▪️ Konya’daki Millî Anadolu Ankası Eğitimi ise 10 Ekim’de sona erecektir. NATO Deniz Güvenliği Tatbikatı; 1-10 Ekim tarihleri arasında İstanbul’da bulunan Deniz Güvenliği Mükemmeliyet Merkezi Komutanlığımızda 9 ülkenin katılımı ile icra edilmektedir. Ayrıca katılım sağladığımız, ▪️ Portekiz’de NATO Tiger Meet Karma Hava Harekâtı, ▪️ Macaristan’da Adaptive Hussar Fiilî Arazi, ▪️ Fransa’da Wildfire Deniz Savunma Harekâtı, ▪️ Romanya’da Sarmis Komando Harekâtı tatbikatları devam etmektedir. Türk Silahlı Kuvvetlerimizin ateş gücünü göstermek ve kuvvetler arası ateş desteğinin koordinasyonunu geliştirmek maksadıyla 6-8 Ekim tarihleri arasında Polatlı’da Ateş Serbest-2025 Faaliyeti icra edilecektir. Seçkin Gözlemci Günü’nün Sayın Bakanımızın da katılımı ile 8 Ekim’de yapılması planlanan söz konusu faaliyette, 50 farklı cins ve çapta silah sistemi ile atış görevleri yapılacak; 82 farklı cins ve çapta silah ve silah sistemi sergilenecektir. Faaliyet kapsamında ayrıca; Türk Yıldızları gösteri uçuşu ile Hürkuş tarafından uçuş yapılması ve Mehteran Birlik Komutanlığımızca konser verilmesi planlanmaktadır. Diğer yandan; ▪️ 6-10 Ekim tarihleri arasında Karadeniz, Ege Denizi ve Doğu Akdeniz’de Denizkurdu-I Tatbikatı gerçekleştirilecek, ▪️ Yine aynı tarihler arasında Romanya’da düzenlenecek Posedion Tatbikatı’na katılım sağlanacaktır. Posedion Tatbikatı’na iştirak edecek TCG Amasra tarafından aynı zamanda Mayın Karşı Tedbirleri Karadeniz (MCM BLACK SEA) Görev Grubu’nun 7’nci aktivasyon faaliyeti de gerçekleştirilecektir. 6-17 Ekim tarihleri arasında ise; ▪️ Aksaz’da Türkiye-Polonya İkili SAT, ▪️ Kars’ta Yıldırım Seferberlik-5, ▪️ 6 Ekim-7 Kasım tarihleri arasında yerinden katılım ile Steadfast Cobalt, ▪️ 7-17 Ekim tarihleri arasında Ankara’da Türkiye-Birleşik Arap Emirlikleri Özel Kuvvet Eğitimi tatbikatları yapılacaktır. NATO Daimî Deniz Görev Grubu-2 görevi kapsamında; ▪️ 29 Eylül-3 Ekim tarihleri arasında TCG Barbaros ve İtalya Deniz Kuvvetlerine ait Carlo Bergamini ile Mısır Deniz Kuvvetleri unsurları arasında geçiş eğitimleri yapılmakta, ▪️ Almanya Deniz Kuvvetleri unsuru Rugen tarafından 1-3 Ekim, ▪️ Arnavutluk Deniz Kuvvetlerine ait Lissus tarafından ise 2-5 Ekim tarihleri arasında İzmir’e liman ziyaretleri gerçekleştirilmektedir. ▪️ İtalya Deniz Kuvvetleri unsuru Carlo Bergamini tarafından 5-7 Ekim tarihleri arasında Antalya’ya liman ziyareti yapılması planlanmaktadır. NATO Güvence Tedbirleri (Assurance Measures) kapsamında 22-25 Eylül tarihleri arasında Litvanya hava sahasında görev yapan Havadan İhbar Kontrol uçağımız, 29-30 Eylül’de Ramstein Alloy 2025 Tatbikatı’na katılmış; Güvence Tedbirleri kapsamında Baltık (Letonya'nın batısı) hava sahasında görev yapmıştır. NATO Müttefik Hava Komutanlığınca Artırılmış Teyakkuz Faaliyetleri bünyesinde yürütülmekte olan Esnek Caydırıcılık Seçenekleri kapsamında, 9 Ekim’de Romanya hava sahasında icra edilecek Mukabil Hava Harekâtı Eğitimi’ne, 2 adet F-16 ile katılım sağlanması planlanmaktadır. Öte yandan, ▪️ 28 Eylül’de Mudanya’da düzenlenen Triatlon Sprint Mesafe Türkiye Kupası Finali’nde birincilik elde eden TSK Spor Gücü Triatlon Takımımız ve dereceye giren sporcularımız ile ▪️ Aynı gün (28 Eylül) Ankara’da icra edilen Cumhurbaşkanlığı Kupası Engel Atlama Şampiyonası’nda şampiyon olan sporcumuzu, 22-29 Eylül tarihleri arasında Polonya’da düzenlenen ve 15 ülkenin katıldığı 49’uncu Uluslararası Askerî Sporlar Konseyi (CISM) Modern Pentatlon Dünya Şampiyonası’nda toplam 16 madalya kazanarak şampiyon olan TSK Modern Pentatlon Takımımızı bir kez daha kutluyoruz. YENİ SİLAH SİSTEMLERİ ENVANTERE GİRDİ Yerli ve millî savunma sanayi ürünlerimizin katkısıyla Türk Silahlı Kuvvetlerimizin etkinliği ve caydırıcılığı her geçen gün daha da artmaktadır. Bu kapsamda, Kara Kuvvetleri Komutanlığımızca muhtelif miktarda; ▪️ 5,56 mm Piyade Tüfeği ile ▪️ Sırt Tipi Karıştırma Sistemi (KARSİS), muayene ve kabul faaliyetleri tamamlanarak envantere alınmıştır. Hava Kuvvetleri Komutanlığımız tarafından ise yarın, T-70 genel maksat helikopterinin envantere alınması planlanmaktadır. Makine ve Kimya Endüstrisi Anonim Şirketimiz tarafından ise çeşitli adet ve çapta silah ve mühimmatın teslimatı tamamlanmıştır. Şirketimizin; gelişmiş üretim kabiliyetini müttefik ülkelere aktarmak amacıyla Moğolistan’da kurduğu Fişek İmla Montaj Hattı Fabrikasının açılışı, 3 Ekim’de Sayın Bakanımızın katılımı ile gerçekleştirilecektir. ÖĞRENCİ VE PERSONEL TEMİNİ FAALİYETLERİ Personel ve askerî öğrenci alım/temin faaliyetlerimiz, planlanan takvime uygun olarak devam etmektedir. Bu kapsamda, ▪️ 2025 Yılı Millî Savunma Üniversitesine Öğretmen/Mühendis Sınıfı Muvazzaf Subay Adayı Temini ile ▪️ 2025 Yılı Tabip, Diş Tabibi Sınıfı Sözleşmeli/Muvazzaf Subay ve Özel Nitelikli Beden Eğitimi Öğretmeni Sınıfı Muvazzaf Subay Adayı Temini başvuruları 6 Ekim’de tamamlanacak, ▪️ 'Türk Silahlı Kuvvetleri 2025 Yılı Hukuk Sınıfı Muvazzaf Subay Adayı Temini' başvuruları 15 Ekim, ▪️ '2025 Yılı Kara Kuvvetleri Komutanlığı Uzman Erbaş ve Sözleşmeli Erbaş/Er Temini' başvuruları 16 Ekim’de sona erecektir. SAYIN BAKANIMIZ, BUGÜN MOĞALİSTAN’I ZİYARET EDİYOR Sayın Bakanımız; 27 Eylül’de Preveze Deniz Zaferi’nin 487’nci yıl dönümü ve Deniz Kuvvetleri Günü dolayısıyla Deniz Kuvvetleri Komutanı ve beraberindeki personeli kabul etmiş, 30 Eylül’de Birleşik Krallık Savunma Bakanı ile ikili ve bölgesel savunma ve güvenlik ile savunma sanayi konularının ele alındığı bir telefon görüşmesi gerçekleştirmiştir. 1 Ekim’de İran Savunma ve Silahlı Kuvvetler Lojistik Bakanı ile Bakanlığımızda görüşen Sayın Bakanımız, bugün (2 Ekim) resmî temaslarda bulunmak üzere Moğolistan’a ziyaret gerçekleştirmektedir. ▪️ 26-28 Eylül tarihleri arasında Letonya’da düzenlenen NATO Askerî Komite Toplantısı’na katılan Sayın Genelkurmay Başkanımız, Riga Büyükelçimizi, Askerî Ataşemizi ve Cesis Türk Şehitliği’ni ziyaret etmiş; başta NATO Askerî Komite Başkanı ve Avrupa Müttefik Yüksek Komutanı olmak üzere birçok ülkenin Genelkurmay Başkanıyla ikili görüşmeler gerçekleştirmiştir. ▪️ Sayın Genelkurmay Başkanımız, bugün (2 Ekim) Hava Kuvvetleri Komutanımızın resmî davetlisi olarak 1-5 Ekim tarihleri arasında ülkemizi ziyaret eden Bangladeş Hava Kuvvetleri Komutanı’nı kabul edecektir. SURİYE’DE 642 KİLOMETRE TÜNEL İMHA EDİLDİ Türk Silahlı Kuvvetlerimiz; terörle mücadelesine, sınırlarımızı korumaya; karada, denizde ve havada ülkemizin savunma ve güvenliğini sağlamaya azim ve kararlılıkla devam etmektedir. Pençe-Kilit başta olmak üzere operasyon bölgelerinde tespit edilen teröristlere ait mağara, sığınak ve barınaklarda ele geçirilen çok sayıda silah, mühimmat ve muhtelif malzeme kullanılamaz hâle getirilmiş, 'Suriye Harekât Alanları'nda Tel Rıfat ve Menbic’de imha edilen tünel uzunluğu 642 kilometreye ulaşmıştır. HUDUTLARDA 188 ŞAHIS YAKALANDI Tesis edilen kademeli güvenlik sistemiyle uluslararası standartlarda korunan hudutlarımızda ise; ▪️ 5’i terör örgütü mensubu olmak üzere 188 şahıs yakalanmış, 1 Ocak’tan bugüne kadar yasa dışı yollarla geçmeye çalışırken yakalananların sayısı 7 bin 177 olmuştur. ▪️ Hafta içerisinde engellenen 735 şahıs ile birlikte bu yıl içerisinde engellenen kişi sayısı da 51 bin 876’ya ulaşmıştır. Yine, bu hafta içerisinde, Van hudut hattında yapılan arama tarama faaliyetlerinde yaklaşık 118 kilogram uyuşturucu madde ele geçirilmiştir. 6-8 EKİM’DE POLATLI’DA ATEŞ SERBEST FAALİYETİ GERÇEKLEŞTİRİLECEK Türk Silahlı Kuvvetlerimizin, eğitim ve tatbikat faaliyetleri de kesintisiz devam etmektedir. Bu çerçevede; ▪️ Doğu Akdeniz’de Türkiye-Mısır Dostluk Denizi (Bahr El Sadaka), ▪️ Taranto Körfezi/İtalya’da Italian SMEREX, ▪️ Singapur’da Pacific Reach, ▪️ Almanya’da Ramstein Alloy-III, ▪️ Hollanda’da Bold Machina/Autumn Waves tatbikatları ile ▪️ Adriyatik ve İyon Denizi’nde Anadolu Görev Grubu ile katıldığımız Neptune Strike Geliştirilmiş Teyakkuz Faaliyeti (enhanced Vigilance Acitivity-eVA) başarıyla icra edilmiştir. 29 Eylül’de başlayan; ▪️ Ankara’daki Türkiye-Cezayir Özel Kuvvet Eğitimi 8 Ekim’de, ▪️ Konya’daki Millî Anadolu Ankası Eğitimi ise 10 Ekim’de sona erecektir. NATO Deniz Güvenliği Tatbikatı; 1-10 Ekim tarihleri arasında İstanbul’da bulunan Deniz Güvenliği Mükemmeliyet Merkezi Komutanlığımızda 9 ülkenin katılımı ile icra edilmektedir. Ayrıca katılım sağladığımız, ▪️ Portekiz’de NATO Tiger Meet Karma Hava Harekâtı, ▪️ Macaristan’da Adaptive Hussar Fiilî Arazi, ▪️ Fransa’da Wildfire Deniz Savunma Harekâtı, ▪️ Romanya’da Sarmis Komando Harekâtı tatbikatları devam etmektedir. Türk Silahlı Kuvvetlerimizin ateş gücünü göstermek ve kuvvetler arası ateş desteğinin koordinasyonunu geliştirmek maksadıyla 6-8 Ekim tarihleri arasında Polatlı’da Ateş Serbest-2025 Faaliyeti icra edilecektir. Seçkin Gözlemci Günü’nün Sayın Bakanımızın da katılımı ile 8 Ekim’de yapılması planlanan söz konusu faaliyette, 50 farklı cins ve çapta silah sistemi ile atış görevleri yapılacak; 82 farklı cins ve çapta silah ve silah sistemi sergilenecektir. Faaliyet kapsamında ayrıca; Türk Yıldızları gösteri uçuşu ile Hürkuş tarafından uçuş yapılması ve Mehteran Birlik Komutanlığımızca konser verilmesi planlanmaktadır. Diğer yandan; ▪️ 6-10 Ekim tarihleri arasında Karadeniz, Ege Denizi ve Doğu Akdeniz’de Denizkurdu-I Tatbikatı gerçekleştirilecek, ▪️ Yine aynı tarihler arasında Romanya’da düzenlenecek Posedion Tatbikatı’na katılım sağlanacaktır. NATO Müttefik Hava Komutanlığınca Artırılmış Teyakkuz Faaliyetleri bünyesinde yürütülmekte olan Esnek Caydırıcılık Seçenekleri kapsamında, 9 Ekim’de Romanya hava sahasında icra edilecek Mukabil Hava Harekâtı Eğitimi’ne, 2 adet F-16 ile katılım sağlanması planlanmaktadır. Öte yandan, ▪️ 28 Eylül’de Mudanya’da düzenlenen Triatlon Sprint Mesafe Türkiye Kupası Finali’nde birincilik elde eden TSK Spor Gücü Triatlon Takımımız ve dereceye giren sporcularımız ile ▪️ Aynı gün (28 Eylül) Ankara’da icra edilen Cumhurbaşkanlığı Kupası Engel Atlama Şampiyonası’nda şampiyon olan sporcumuzu, 22-29 Eylül tarihleri arasında Polonya’da düzenlenen ve 15 ülkenin katıldığı 49’uncu Uluslararası Askerî Sporlar Konseyi (CISM) Modern Pentatlon Dünya Şampiyonası’nda toplam 16 madalya kazanarak şampiyon olan TSK Modern Pentatlon Takımımızı bir kez daha kutluyoruz. YENİ SİLAH SİSTEMLERİ ENVANTERE GİRDİ Yerli ve millî savunma sanayi ürünlerimizin katkısıyla Türk Silahlı Kuvvetlerimizin etkinliği ve caydırıcılığı her geçen gün daha da artmaktadır. Russia has devised a new way to exploit African countries - actively using the continent as a testing ground for building an alternative financial system based on cryptocurrencies. As of April 2026, this has become a key tool for bypassing international sanctions and conducting transactions outside SWIFT. The A7 platform is linked to Ilan Shor - a fugitive convicted in Moldova for his role in the $1 billion banking fraud - and to Russia’s state-owned Promsvyazbank (PSB), which services the country’s defense sector.
