I have no idea what to make of it but when you see the sky get that black at 3:30 in the afternoon on a sunny day AND you hear what sounds like loud trumpets in the sky…It means something.. This is how a thunderstorm looks in starfield. I had to go to the pond to check for rain drop effects...the raindrop effect was there, but only in the pond... the entire world was dry. None of the npcs had umbrellas or anything to stay dry. Bethesda just added rain and wind sound effects with no sound for thunder and no water effects on anything other than water.
