It's a theory and it's untestable with current technology. The only place in the universe where light might be intense enough to measure frame dragging and possible CTC would be just outside the event horizon of a black hole. Of which the black hole itself would completely smooth out any frame dragging to observe. As it is we cannot observe any gravitational effects from lasers. The reverse is not true of course. This observation is extremely necessary to even proceed with an experiment.
