I have always thought anyone who gets stranded driving in high water should have to reimburse the city for their rescue!

I'm never feel sorry for people like this, I believe if you drive thro flooded water and get stuck, you have have repay the city every dime for the rescue and volunteer in water rescue for the next year or 2
