I'm very disappointed in you. Let me make this example. If the price of an apple is increased by R2 every year, then it drops to R1.50, then R1. The price did increase, but the rate at which it increased didn't. I hope that makes sense.

I understand what he is saying. And he may well be correct. But saying it is still in poor form when addressing a town hall of unemployed youth.

If unemployment increased by 5% last year but is increasing by 3% this year, it is still rising, but at a slower pace than before - thus increasing at a decreasing rate. Correct phrase in Economics.
