Lane splitting should NEVER be legal. It only ENCOURAGES this behavior by bikes. And as a car you cant anticipate someone SUDDENLY coming from nowhere splitting lanes left and right in traffic. They should behave like cars on the road and try to be clearly visible to ALL drivers
