Political correctness was never about kindness or avoiding offence. It was a tool of control meant to silence dissent by labelling inconvenient truths as opposition to the party line of the day.

PC was all about arming people’s innate kindness against them. It caused people to feel that they were somehow being mean for simply speaking truths. PC was a social engineering tool. Priming the people incessantly to arm their greatest attributes into their greatest weaknesses. It guised the truth as unspeakable if it were not a kind truth. Everything we do, that we say, that we think, is a product of the external system priming the internal self. Social engineering is a powerful weapon when wielded by nefarious intentioned individuals.

To silence the search for truth, however uncomfortable, is ultimately to devalue the human spirit itself.

'Never,' is a strong statement. Just because a phenomena ends up having a particular effect (I agree with your description), doesn't mean it wasn't multiply caused. If anything, it's affective appeal to kindness is what potentiated the extent of the outcome.
