"these could be on the cell towers" why would they install a jammer on a cell tower when they can just turn the tower off ?

If they wanted to stop people using mobile phones they don’t need some sort of “conspiracy device” they could just turn the towers off. But if you really want to know (I have worked in telephone exchanges) They a “WAR” switch. Press the button and all phones except essential services, generals, politicians etc etc stop working.

The government doesn't need a portable Jammer. They have real-time granular access to all the cell towers. "In cases of emergency," they can shut off all subscribers, just all ordinary civilian subscribers, any subscribers in a specific geographic area that are not specifically whitelisted (i.e. law enforcement), or they can shut off or reroute specific subscribers of their choosing. There's more, but that's the 30,000-foot overview. Note: I have a 385-foot 5G cellphone tower in my cow pasture. I was mowing it the day the guy came and installed the government-mandated kill switches. We had a long, interesting conversation. They also have StingRays, aka. Cell Site Simulators and the vehicle-mounted and man-portable jammers because the bad guys, as we recently saw in New York City, have set up thousands, if not tens of thousands, of their own ersatz StingRays for espionage and clandestine criminal purposes. They select and use what they think they need for the mission at hand. Washington DC is full of these Fraudulent StingRay devices.

The US (TJ Kennedy) has created this for all our phones to prioritize First Responder communications in an emergency. They are going to use this in NZ too.

Yawn, it's a signal jammer. It's illegal without a license from the FCC but you can get them on ebay anyway, and they aren't too hard to make with a software defined radio or from electronic parts. It doesn't have to connect to anything, it just spews noise across a band.
