But who decides what's proportionate? The same states authorized to act. Now Gulf states invoke the same logic. But Article 51 doesn't require a Security Council resolution. Gulf states can already act under it. So why push for one? Because this was never about self-defense -- it's about legitimizing future aggression. Lavrov says he asked Gulf leaders directly on a video call: "Did Iran actually attack you?" No. But they told him Iran has wanted to attack its neighbors for 70 years, and now that the US and Israel struck first, Iran seized the opportunity. That's the argument being used to authorize military force through the UN Security Council
