It's a reflection off the windshield from inside a car. You can see it "beneath" the highway signs as they go by if you pause it.

Could be a cup or beaker inside the car

That looks like a bioluminescent invertebrate sea creature like a siphonophore. You're likely looking down into clear water instead of up at the blue sky. It pains me to say this, this is not a weather balloon. 🙃
