If Hitler was against Jewish immigration to Palestine, why did he spend the equivalent of billions of $ funding it? Why did he commission a special medal to commemorate it?

Imagine giving this speech to the people of Germany while secretly building camps for the Jews off in the secluded countryside away from German eyes & German cities that were about to be bombed… for the Jews. Then he sends these Jews to Palestine.
