Well yeah, the cannon works but it's a "fake charge" meant for ceremonies or national day events. Still someone loading it an leaving it there un-attended is beyond stupid. That barrel recoil coming back at you, can shatter bones.

As a former arty guy I can almost guarantee it was being used to do a gun salute and didn't get fired in time & whoever was on it just left it cause they didn't want to get in trouble for not firing on time. Shitty thing to do but russians are bit more...laxed with safety
