It is a so-called a “bare board” ... the base of a printed circuit board that is fitted with components. And etching is the typical process for creating printed circuit boards ... because of the costs. I have never seen milling as shown here in my 20 years in the electronics industry / PCB production, but it may be an option for very high-priced individual pieces.

Chips? That's a fr4 single layer circuit board 🤣🤣
