Rwanda is basically less sophisiticated and smaller version of Israel, so many similarities, genocide, never again narrative that is abused to push personal gains, competent military with good intelligence services, always meddling in affairs of others
It is a national defence strategy. Rwanda suffered so much in the past that it decided to never let it happen again. So anyone crossing that red line cannot get sympathy from Rwanda. No one can be apologetic about it! When you are a refugee, abide by the law governing asylum, not holding meetings with rebels and start recruiting a small army to go and destabilize the country. It is treason. No matter who kills you the country cannot sympathize with your death!
