It's likely a fake video, especially given that the material is granulated rather than powdered. That said, the threat is real. There are several illicit substances that when powdered can be inhaled, or even absorbed through the skin, incapacitating the victim.

My personal solution is submerge bills on the road where found in Coke or Pepsi, chemical reactions will disolve & dilute substances, then rinse thoroughly with bottle water. 3. Safest thing, if u see a substance like this on a bill on the road, call cops & let them investigate. Your life is not worth any amount of money on the road. In this case the cops can go to Walmart security for video feed and see if it was placed there intentionally. Also its not likely this bill was there longer than this person filmed his vid, meaning this is staged, as any slight breeze wouldve moved the bill & scattered the substance.
